 Background:

UNDP has developed a new programme for 2013-16 with the aim to promoting democratic governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. The programme will focus on conflict sensitive way to create an enabling environment for long term conflict prevention across all sectors of society and will provide a basis for mainstreaming conflict and disaster risk sensitive programming across the program. This goal will be pursued through four complementary pillars: 1) Poverty Reduction, Inclusive Growth and Sustainable Livelihoods; 2) Governance and the Rule of Law; 3) Social Cohesion, Peace Consolidation and Peace Dividends and 4) Environment, Energy and Climate Change.

Environment and Energy unit focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.

The purpose of the project is to improve disaster preparedness capacities of Sudanese institutions and enhance resilience of high risk states and men and women in local communities against most common natural hazards of flooding and droughts. The project will assist the government of Sudan to improve their systems based upon global best practices in the areas of coordination, planning, risk analysis and early warning, as well as innovative approaches to disaster risk reduction; e.g. community based disaster preparedness. The project will use the Hyogo Framework of Action (HFA) Priority Areas for Action as the framework for its interventions. The project will be implemented by UNDP country office in Sudan with coordination with a large number of stakeholders at national, regional and local levels and with UN and international organizations in implementing different outputs.



 
 Duties and responsibilities:

Summary of Key Functions:

  1. Ensures effective preparation and implementation of Disaster Risk Reduction (DRR) project in support to Country Programme.
  2. Supervises and monitors implementation of the DRR project.
  3. Ensures coordination with other units and stakeholders including CBOs and CSOs.
  4. Ensures quality management services and facilitates Knowledge Building and Management.

 

  1. Ensures effective preparation and implementation of Disaster Risk Reduction (DRR) project in support to Country Programme
  • Prepares an operational guidelines and procedures including technical terms of partnership and Partnership Cooperation Agreements for project intervention.
  • Prepares Terms of Reference for the recruitment of project staff, consultants and collaborating NGOs.
  • Liaises and coordinates project activities with partners including NGOs and other UNDP projects working in the same or related sectors, and with relevant line departments to complement and supports related initiatives in addressing DRR activities and other priority concerns.
  1. Supervises and monitors implementation of the DRR project
  • Takes overall responsibility for day to day project supervision and management.
  • Assists in assessing immediate and future trainings and extension needs related to DRR and measures to address these needs, include organization of the  job trainings, seminars and workshops.
  • Provides technical guidance and training to project staff in areas related to DRR with an emphasis on efficiency and effectiveness of project implementation and on planning, implementation and monitoring of field activities.
  • Provide the Project Board and IPs with a six-monthly progress report using UNDP’s template, and a six monthly financial report reflecting expenditures of the previous phase.
  • Prepares Annual Review Report that covers the whole year with updated information for the Quarterly Progress Report (QPR) as well as a summary of results achieved against pre-defined annual targets at the output level.
  • Prepares and maintains the project logs (risk, issue and learning logs).
  • Monitors and ensures cost-effective use of project resources towards achievement of objectives.
  • Keeps representatives of the Project Board informed on progress of project and act as PB Secretariat.
  • Plans and organize meetings of the Project Technical Committees.
  • Prepares for the project audit.
  • Prepare the final Project Review Reports.
  • Undertakes any other related tasks at the request of the PB.
  1. Ensures coordination with other units and stakeholders including CBOs and CSOs
  • Support in DRR working group and liaises with DRR working group and relevant partners to undertake a technical assessments and evaluation reports on DRR activities.
  • Provides technical assistance to the other projects with related on DRR activities.
  • Coordinate with CO’s gender focal to ensure gender considerations are taken into account throughout the project cycle, and for seeking technical assistance as necessary.
  1. Ensures quality management services and facilitates Knowledge Building and  Management
  • Establishes/Puts in place a monitoring and evaluation system for optimum management of project activities that will be based on and/or compatible with the UNDP programme wide M&E system and with Atlas requirements.
  • Provides technical assistance to the preparation on Information, Education and Communication (IECs) materials.
  • Supports mobilizing resources from the potential donors (i.e. BCPR, Bilateral, GEF).
  • Prepare best practices and share to the development partners and concerned stakeholders.

The key results have an impact on the success of the project. In particular, the key results have an impact on and contributed to the reduction of disasters.

 Minimum Qualification, Skills and Experience Required:

Education:

Master degree in disaster risk management, environmental management,  climate change or development related study.

Work Experience:

The incumbent should have:

  • Minimum 3 years working experiences in disaster risk management and climate change projects. 
  • Strong experience in project management, and proved experience of managing projects at the national and local level.
  • Proven ability to lead a team and to plan and organize work productively with the team.
  • Work experience with international development projects is an advantage.

Languages:

Excellent oral and written command of English and Arabic language.

Other Requirements:

Excellent computer skills including Microsoft Packages.
