 Background:

UNDP Khartoum has developed a new programme for 2013-16 with the aim to promoting democratic governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. The programme will focus on conflict sensitive way to create an enabling environment for long term conflict prevention across all sectors of society and will provide a basis for mainstreaming conflict and disaster risk sensitive programming across the program. This goal will be pursued through four complementary pillars: 1) Poverty Reduction, Inclusive Growth and Sustainable Livelihoods; 2) Governance and the Rule of Law; 3) Social Cohesion, Peace Consolidation and Peace Dividends and 4) Environment, Energy and Climate Change.

Environment and Energy unit focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters. Under the guidance of the the Team Leader of Environment and Energy Unit and the Programme Analyst (Climate Change), the National Project Coordinator acts as a coordination among the development partners, manage and supervise on all aspects of the Climate Change Adaptation project which is funded by the Foreign Affairs, Trade and Development Canada (FATDC). The project comprises two outcomes namely 1) resilience of food-production systems and food-insecure communities enhanced in the face of climate change and 2) a better understanding of lessons learned and emerging best practices, captured and up-scaled at the national level. The project targets four critical agro-ecological zones in Sudan in order to encompass complexity of productive systems and modify current coping strategies that are being undermined by increasing climate variability and reoccuring hazards, especially  droughts. Project will introduce, concrete innovative adaptation measures and these will help increase robustness and resilience of at least 1,000 highly vulnerable households in each targeted state. By demonstrating viable and cost-effective adaptation options and generating essential knowledge on good practices, the project will also assist the government of Sudan to improve its food security policies and address critical social vulnerabilities that often underpin resource-based conflicts, aggrevating human security conditions.

The National Project Coordinator leads Climate Change Adaptation Project and provides technical assistance on the Environment and Energy team in strategic planning and identifies new programme areas while ensuring consistency with Country Programme Document priorities and creative responses to emerging challenges and opportunities. He/she will work in close collaboration with UNDP EEU Team, Technical Advisors, Consultants, the CO Operations Team, other UN Agencies, Government Officials, multi-lateral and bi-lateral donors, and civil society to successfully implement the project activities.



 
 Duties and responsibilities:

Summary of Key Functions:

  1. Ensures effective integration of Climate Change Adaptation measures in the project.
  2. Supervises and monitors implementation of the project.
  3. Ensures coordination with development partners including government agencies, Implementing Partners (IPs), NGOs, Research Institutions, private sectors, media and UN agencies.
  4. Ensures quality management services and facilitates Knowledge Building and Management.

 

  1. Ensures effective integration of Climate Change Adaptation measures in the Project
  • Ensures project activities are in line with national priorities and in consultation with all stakeholders, including the beneficiaries (men, women and children as well as vulnerable groups) during the project cycle.
  • Coordinates with the executing/implementing agencies and partners to monitor project progress, delivery and results to ensure effective project implementation.
  • Prepares policy analyses, technical papers and strategy documents in climate change adaptation for internal and external use.
  • Keeps record on global development trend particularly in relevant areas of national priorities and UNDP mandates in climate change adaptation.
  • Provides technical guidance to the project personnel and consultants for effective day-to-day project implementation.
  • Ensures preparation of annual work plans and budgets of project, resource tracking, monitoring, reporting to UNDP, in coordination with relevant IPs.
  • Keeps on resource mobilization and expenditures mechanisms and provides timely input and guidance in project delivery on the ground.
  • Uploads and updates Development Work Plan targets and Balance Scorecard in ATLAS, as required by the CO’s RBM system.
  1. Supervises and monitors implementation of the Climate Change Adaptation Project
  • Monitors and ensures smooth implementation of climate change adaptation project to assure results based targets, including compliance to monitoring and evaluation, and other accountability instruments.
  • Prepares management responses, project audit to corporate and independent reviews, assessments and inquiries.
  • Prepares and monitors annual work plans, budgets, and expected results developed by the project.
  • Assures compliance and reviews the status of project activities and project management on the ground through monitoring field visits, and makes recommendations as required.
  • Monitors and identifies operational and financial problems and makes recommendations for solutions.
  • Produces bi-annual project reports, final project review report by coordinating and utilizing existing expertise, knowledge, and experiences acquired from the project.
  • Keeps representatives of the Project Board informed on progress of project and act as PB Secretariat; plans and organize meetings of the project technical committees.
  • Reviews and identifies resource needs and gaps (human, financial, material) of project required to meet expected targets and prepares the project audit.
  1. Ensures coordination with development partners and various stakeholders
  • Supports in developing strategic partnerships with various agencies, UN and non-UN system organizations and NGOs to ensure effective management and implementation of the Climate Change Adaptation and related initiatives.
  • Assists project proposals with the technical assistance from Regional Center and briefing documents for donors, organizes donor briefing for resource mobilization.
  • Coordinates with the Government counterpart and various stakeholders for effective coordination and policy dialogue in the fields of climate change adaptation.
  • Promotes linkages of climate change adaptation with the poverty reduction, peace and rural development programmes in the country.
  • Identifies opportunities for joint project with other Pillars of UNDP Country Programme, as well as other UN agencies and partners, for ensuring synergies and convergence.
  • Maintains the network of contacts for information sharing on climate change adaptation.
  • Leads/engages in and represents UNDP at coordination mechanisms.
  1. Ensures quality management services and facilitates Knowledge Building and Management
  • Identifies and documents best practices and lessons learned linked to Climate Change Adaptation and mainstream result learning into UNDP’s broader corporate knowledge networks.
  • Coordinates country-level studies on climate change adaptation and the use of the studies in country-level programming.
  • Supervises the work of the consultants and provides technical guidance  to ensure their reports meets expectations of stakeholders.
  • Monitors national level data on climate change adaptation and summarizes the findings and uses findings for the project and programming purpose.
  • Advocates for the role and impact of climate change adaptation in poverty reduction programming within the UN/UNDP.
  • Provides substantive inputs to Communication Plans and conducts outreach functions on climate change adaptation.
  • Maintains strategic alliances with partners in government, NGOs, private sector and academia.
  • Contributes to CO website and CO publications and public events.
  • Identifies and develops suitable media partnerships to increase the visibility of poverty reduction and climate change adaptation issues in the country.
  • Represents UNDP corporate policy in substantive arenas as requested and acts a resource person in national and international fora.
  • Supports in enhancing environment and climate change adaptation capacity in the CO and concerned stakeholders.

Impact of Results:

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the CPAP and programming of activities, creation of strategic partnerships and effective implementation on the project activities.

 Minimum Qualification, Skills and Experience Required:

Education:

Master degree in Environment and Climate Change related field of expertise, including agriculture, forestry, natural resources management and related fields.

Work Experience:

The incumbent should have at least 3 years of experiences in the sector, including in rural/community development initiatives and Crisis Prevention and Recovery. In addition, the incumbent should have excellent command of MS office suite applications (Word, Excel, Access, and Power Point) and have experiences on networking and strengthening capacity of CBOs/CSOs and proven ability to lead a team and to plan and organize work productively with the team.

Languages:

Excellent oral and written command of English and Arabic.
