 Background:

UNDP Khartoum has developed a new programme for 2013-16 with the aim to promoting democratic governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. The programme will focus on conflict sensitive way to create an enabling environment for long term conflict prevention across all sectors of society and will provide a basis for mainstreaming conflict and disaster risk sensitive programming across the program. This goal will be pursued through four complementary pillars: 1) Poverty Reduction, Inclusive Growth and Sustainable Livelihoods; 2) Governance and the Rule of Law; 3) Social Cohesion, Peace Consolidation and Peace Dividends and 4) Environment, Energy and Climate Change.

Environment and Energy unit focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters. Under the guidance of the the Team Leader of Environment and Energy Unit and the Programme Analyst (Climate Change), the Monitoring and Reporting Analyst acts as a monitor the progress of the project activities and report on all aspects of the Climate Change Adaptation project which is funded by the Foreign Affairs, Trade and Development Canada (FATDC). The project comprises two outcomes namely 1) resilience of food-production systems and food-insecure communities enhanced in the face of climate change and 2) a better understanding of lessons learned and emerging best practices, captured and up-scaled at the national level. The project targets four critical agro-ecological zones in Sudan in order to encompass complexity of productive systems and modify current coping strategies that are being undermined by increasing climate variability and reoccuring hazards, especially  droughts. Project will introduce, concrete innovative adaptation measures and these will help increase robustness and resilience of at least 1,000 highly vulnerable households in each targeted state. By demonstrating viable and cost-effective adaptation options and generating essential knowledge on good practices, the project will also assist the government of Sudan to improve its food security policies and address critical social vulnerabilities that often underpin resource-based conflicts, aggrevating human security conditions.

The Monitoring and Evaluation Analyst take a lead role on tracking of the progress of the project activities and reporting to the Environment and Energy team in strategic planning and identifies new programme areas while ensuring consistency with Country Programme Document priorities and creative responses to emerging challenges and opportunities. He/she will work under supervision of the National Project Coordinator in close collaboration with the Environment and Energy team.



 
 Duties and responsibilities:

Under the overall guidance of the National Project Coordinator and in close consultation with the EEU and UNDP M&E Unit, the Monitoring and Reporting Analyst will be:

Summary of Key Functions:

  1. Takes overall responsibility for the implementation of monitoring and reporting policies and strategies putting in place an overall monitoring and reporting framework for the field operations (including M&R plans, reporting formats, and completion of these reporting activities to timeframes set by the CO).
  2. Provides technical expertise and management of the monitoring and reporting process.
  3. Takes a lead role on coordination of field level reporting to management including the administration, facilitation, knowledge building and knowledge sharing on monitoring and reporting practice.
  4. Takes the lead in the organization, drafting, quality assurance and finalization of various reports from the field offices to the central level, based on UNDP and donor requirements.

1. Ensures the management and coordination of all field level monitoring and reporting including policies and strategies, focusing on achievement of the following results

  • Prepares policy and strategy for the Monitoring, Evaluation and Reporting in accordance with the RBM guideline.
  • Develops overall monitoring and reporting plan in consultation with the project personnel and ensures regular update and timely follow up.
  • Collects and analyses the data from the projects and prepares reports for the programming purposes.
  • Coordinates with project personnel and formulates project impact assessment methodology.

2. Provides effective management of the monitoring and reporting process for the field level, focusing on achievement of the following results

  • Provides guidance and supervises the staff engaged in monitoring and reporting at the state and regional office level.
  • Participates and advices in selection process for the consultants and firms for the data collection and data analysis.
  • Guides on UNDP reporting policies, procedures and practices to personnel concerned with assigned project/thematic/sectoral reporting and/or desk reviews, consultants and/or members of the reporting team.
  • Provides inputs at the design stage of programmes/projects monitoring and reporting mechanism/tools.
  • Analyses and synthesis of proposals on areas evaluated, effectiveness and impact of the project.
  • Takes follow up action on implementation of reporting recommendations.

3. Manages the facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting, focusing on achievement of the following results

  • Identifies the best practices and prepares the report and studies to be integrated into broader CO knowledge management efforts.
  • Follows up on recommendations of reporting and audit findings from a reporting and monitoring perspective.
  • Contributes to the implementation of Monitoring and Evaluation Knowledge Management and Learning Strategy.
  • Participates in results-oriented monitoring and training efforts in the Country Office.
  • Contributes technical knowledge to staff capacity building and training with regards to Result Based monitoring and reporting.
  • Shares knowledge and promotes monitoring and reporting standards, quality assurance and capacity development in the project and state level.
  1. Takes the lead in the organization, drafting, quality assurance and finalization of various reports from the field offices to the central level, based on UNDP and donor requirements
  • Takes the lead and coordinate all field level reporting inputs into timely and high quality reports.
  • Prepares and shares bi-annual report to National Project Coordinator.
  • Provides technical assistance to implementing partners to ensure participation in the project M&E process and an adequate flow of information and data.
  • Monitors the project progress routinely, activity results and outcomes, and adjustments reflecting changing circumstances.

Impact of Results:

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the CPAP and programming of activities, creation of strategic partnerships and effective implementation of the project activities.

 Minimum Qualification, Skills and Experience Required:

Education:

Master degree in development related field of expertise, including public administration, statistic, data base management, information management, natural resources management and related fields.

Work Experience:

2 years of experiences in the sector, including in community development initiatives and climate change. In addition, the incumbent should have excellent command of MS office suite applications and have experiences on networking and strengthening capacity of CBOs/CSOs, and to plan and organize work productively with the team.

Languages:

Excellent oral and written command of English and Arabic..
