 Background:

Protracted and post-conflict displacements pose both humanitarian and development challenges. Resolving them requires a more coherent and effective approach to the durable solutions of refugees, returnees, internally displaced persons, and their host communities. To find genuine solutions that end dependency on humanitarian aid and advance human development humanitarian, development actors and local governments must coordinate efforts to capitalize on their different areas of expertise and combine bilateral and multilateral assistance.

The Transitional Solutions Initiative (TSI) provides a framework for transitioning displacement situations to durable solutions. Currently being piloted in response to protracted refugee and internal displacement situations in Eastern Sudan, UNHCR, UNDP, the World Bank and civil society partners are working with the Government of Sudan to make area-specific interventions that promote sustainable self-reliance.

As a partnership between humanitarian and development actors the TSI prioritizes effective inter-agency partnerships, with specially tailored area-specific interventions to increase self-reliance. Projects are designed to benefit the host populations as well as the refugees, and have a strong component of national ownership and capacity building of local government without which sustainable solutions would be impossible.

The TSI is multifaceted targeting the twelve refugee camps and one IDP camp in a phased approach aiming to consolidate camps and convert them into viable local settlements. The TSI focuses on enhancing and diversifying livelihood opportunities through area-based interventions ensuring full participation of government authorities. In promoting self-reliance TSI adheres to the following key principles: evidence-based and participatory methods with solid monitoring and evaluation mechanisms; support the creation of a conducive legal environment particularly freedom of movement, access to work permits and land; emphasize the promotion of livelihoods and efficient natural resource management; adopt a gender oriented approach that promotes women empowerment; and highlight the importance of supporting marginalized groups and people with special needs.

 

In order to ensure effective and efficient delivery of the capacity building output of the Programme, UNDP/UNHCR is seeking to recruit qualify candidate to fill the post of Governance officer (NOB). The overall purpose of the posts of Governance Officer is to provide technical and operational support to the key government institutions and CSO in the area of capacity building, programme implementation, monitoring and evaluation.



 
 Duties and responsibilities:

Under the direct supervision of the Joint TSI Programme Manager and technical support of the Governance advisor, the Local governance officer leads the design and implementation of the Joint TSI capacity building and governance component. The Local Governance officer’s key functions are:

 

  • Organizing, coordinating and participating in the programmes implementation of the JP TSI capacity enhancement and governance component.
  • Monitoring of the programme activities and ensuring that activities are implemented as per the plan;
  • Provide programme support in the area of capacity building and governance;
  • Knowledge management

      1-  Organizing, coordinating and participating in the programmes implementation of the TSI programme of capacity enhancement focusing on:

  • Plan, coordinate, facilitate and ensure implementation of the capacity building programme output of the JP TSI programme.
  • Ensure the capacity building component of the programme coordinated and linked with other programme components-particularly with basic service components.
  • Provide technical support, guidance to the preparation and implementation of the locality development plan and LDF.
  • Conduct capacity need assessments, develop capacity development plan and ensure its implementation.
  • Prepare regular plan and reports as per the requirement of JP TSI programme and UNDP.
  • Establish strong partnership, working relationship and coordination with all relevant stakeholders particularly in the area of governance.
  • Developing and delivering capacity building trainings to key stakeholders – Government, CSO and Community Groups in the key areas of governance;
  • Supporting key government departments in effective service delivery at the local level;
  • Supporting government processes key to planning and budgeting at the local level.
  • Identifying new projects/programme ideas through consultation with the Advisors, Government, other donors, UN agencies and NGOs;
  • Systematically collecting and updating information, lessons learnt and best practices related to on-going or planned local governance development and capacity building;
  • Undertaking sector and/or programme analysis work as required and monitor change in context.
  • Implementing office guidelines and agreements to mainstream gender considerations and promote the advancement of women within Projects/Programmes and other programme supported activities;
  • Actively participate and contribute to UN system coordination and programming e.g. through joint programming initiatives, thematic groups, participation in events organized by UN Coordination meetings and other UN agencies as required by supervisor.

 

  2-  Monitoring programme activities and ensuring that activities are implemented as per the plan;

  • Support programme Manager and Governance Advisor in problem-solving and implementing corrective measures and undertaking monitoring visits to assigned programme out-put;
  • Monitor expenditures under programme out-puts for which s/he is responsible, and maintain regular financial controls of the programme out-puts under her/his supervision;
  • Draft programme revisions including adjusting individual programme budgets on the basis of changes in work plans; and prepare periodic budget revisions based on delivery targets, and biannual mandatory budget revisions for subsequent in-put into ATLAS by the Programme Manager;
  • Coordinate with other colleagues in the Programme section, Programme support and Administrative Units on all administrative and financial matters; and maintain regular contacts with partners on programme implementation as per supervisor’s guidance.

 

  3- Provide programme support in the area of capacity building and governance;

  • Provide general technical and operational support to the key Government responsible parties by following up on day to day implementation of work plans
  • Support programme documentation including taking and maintaining minutes of all programme related meetings, conferences and mission reports
  • Drafting terms of reference, identifying consultants, arranging their recruitment, and backstopping their work;
  • Developing/ updating programme documents, including descriptions, work plans and budgets;
  • Support in the promotion of the work and image of programme by participating in meetings, preparing write-ups for public information purposes;
  • Represent the Programme at various meetings and workshops when assigned by supervisor, draft talking points and press releases on project-related issues, etc.;
  • Coordinate, arrange and backstop colleagues and consultants as needed;

Facilitation of knowledge building and knowledge sharing in the area of capacity building  and governance

  • Organizing and formulation of lessons learned and recommendations to be integrated into broader TSI knowledge management efforts.

Collaboration and coordination with UNHCR, other UN agencies, government agencies, NGOs, and other organizations on information sharing on governance.

Impact of Results:

The key results have an impact on the overall effectiveness and success of Joint TSI programme interventions and goal.  Effective implementation of capacity building for government institutions, institutionalization of Locality development plan and LDF, government institutions provided better services to refugees and host communities in the targeted areas. Enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact on governance.

 Minimum Qualification, Skills and Experience Required:

Education:

Master’s Degree or equivalent in Development Study, International Relations, Political Science, capacity building or any other related social sciences fields.


 

Work Experience:

3 years of relevant experience at the national or international level in international development issues. Previous experience in dealing with government institutions, civil society organizations, and public sector reforms is an advantage;  experience of working in a multi-disciplinary team;

Excellent communication and interpersonal skills and ability to work and handle stressful conditions; Computer literacy;  Previous working experience with the UNDP is an asset;


 

Languages:

Fluency in both English and Arabic language
