Background: Background:
Over last few years, Sudan has witnessed proliferation of small arms in the communities and these small arms have become an integral part of the second tier conflicts all over the country. Competition over resources coupled with political connotations of the civil war has resulted in persistent localized conflicts rendering the communities insecure. The war also resulted in lapse of traditional systems of conflict resolution and socio-economic infrastructure of the communities and hence rendering the communities instable and unsuitable for undertaking effective reintegration of ex-combatants.
UNDDR plans to support the initiatives of the government in this field to create an enabling atmosphere for sustainable reintegration of ex-combatants.
Community Security and Arms Control (CSAC) interventions are closely linked with DDR. Any focus on the longer term reintegration of ex-combatants must be accompanied by the improvement of community security that focus on both the families of ex-combatants and their respective communities of return, without which sustainable reintegration cannot succeed. Community Security project therefore is designed to aim at addressing the root causes of conflicts occurring at the community level.
The CSAC interventions consist of development/construction component (hard component) and capacity development and reconciliation component (soft component), focusing on sustainability of peace in the long-term at community level.
As part of the CSAC hard component activities, UNDP Sudan requires the services of a qualified Civil Engineer to develop design specifications, Bill of Quantities (BOQ), Scope of Work, etc. and monitor construction/development work at target sites in North Sudan. |

Duties and responsibilities: Functions / Key Results Expected.
• Design, BOQ and Scope of Work for each site to be included in UNDP bidding documents.
• Certificates of the work of the contractors for milestone payments.
• Periodical reports to the UNDP DDR CSAC Manager.
• A final statement of achievements towards volunteerism for development during your assignment such as specific
quantification of mobilized volunteers, activities, capacities.
Under the direct supervision of the DDR CSAC Manager, the incumbent will undertake the following tasks:
1. Conduct field visits in order to assess the proposed construction sites and preparation of preliminary and detailed reports;
- Conduct field visits to specific sites in different states of North Sudan, prepare detailed reports and provide
construction/rehabilitation recommendations;
- Develop detailed construction plans to ensure that the implementation of the project rehabilitation and reconstruction activities are carried out in the most effective and expeditious manner;
- Prepare a plan for each site, in addition to a consolidated plan for all sites/lots assigned to him/her.
- Perform technical assessments and prepare Bills of Quantities (BOQs), estimate cost, general Specifications and
Drawings for the construction and rehabilitation of buildings, related infrastructure and equipment;
2. Develop technical documents required for bid solicitation in order to ensure the quality of the technical
documents/Statement of Work (SOW);
- The incumbent will provide all relevant information and will make the necessary corrections in order to obtain the
certification of the BOQs and Unit rates.
- Keep abreast of new design systems and software.
3. Assist the procurement team in the preparation of the tender documents (ITB), undertake the technical evaluation and participate in the tender evaluations;
- Prepare/revise technical documents (Drawings, Technical Specifications, and Bill of Quantities) and any other
documents required for the tendering process.
- Liaise with the UNDP Procurement to finalize the technical documents (Drawings, BoQ and Specifications) for the bid solicitation purposes.
4. Ensure the overall co-ordination, monitoring and implementation of the construction related activities;
- Prepare a timeline implementation schedule to ensure efficient implementation of all construction related project
activities;
- Supervise, monitor and provide technical inputs on the construction and rehabilitation works in progress, working in close coordination with ministry departments and the Procurement team.
- Prepare a format for progress reports, financial reports, to be used by contractor;
- Supervise the completion of works, ensuring the above works are completed as per the BoQ, drawing and in accordance
with the agreed work schedules. Make sure that quality of the works comply with norms and standards agreed.
- Submit a progress report after the completion of each field visit or as required by Programme Manager and Procurement Specialist;
- Verify the work of the contractors and certify that all required tasks have been completed satisfactorily.
- Perform the technical acceptance procedures on completed works.
- Participate in monitoring and evaluation visits of project sites and contribute to new monitoring methodologies;
- Responsible to record all facts transaction such as starting date, work suspension or any technical changes brings in construction details.
- Preparing weekly and monthly reports and milestone payment.
- Periodical reports to the DDR CSAC Manager.
- Perform any other project related duties as requested by DDR CSAC Manager;

Minimum Qualification, Skills and Experience Required: Education:
- Bachelors Degree in Civil Engineering and/or construction management.
Experience:
- 4 years of proven experience in all aspects of construction and rehabilitation works and civil work project
monitoring/evaluation (preferably in the field and an international environment);
- Holds a valid License issued by the Sudan Engineering Council;
- Proven sketching and drawing skills, sound computer operation skills (AutoCAD, arch CAD etc.);
- Knowledge of project management software (e.g., MS project) will be an asset
- Excellent organizational and interpersonal skills;
- Excellent communication and written communication skills;
- Strong IT skills
- Ability to work under pressure in order to meet strict deadlines;
- Ability to travel within Sudan;
- Experience in working with Government counterparts;
- Sound knowledge of the UNDP programme and financial procedures |
