 Background:

Drawn from the Country Security Risk Assessment, it was identified that a large number of threat related incidences originating from government security entities and its humanitarian or development elements, bears a direct or indirect risk to UN staff and its program safety and security. It is amongst others related to a misunderstanding by government officials of what the UN mandates are (as a whole or individual agencies), what the UN immunities and privileges are, what is the difference between I/NGOs and the UN, their relationship with the UN and what entails I/NGOs work and mandates. It was identified (jointly with the Government) that if these matters could be further clarified to the Government officials at various levels of management but in specific field level, it will contribute significantly towards mitigating this specific risk, enhance a better mutual understanding and develop sustainable trust between the UN and its implementing partners with the government in specific and the population by en large. It has a quick impact and the areas of implementation will be prioritized in accordance with the SLS profile. The project will be a part of the XB Security project of DSS (reviewed) although this specific objective is shared with OCHA and has as its intent safer implementation and improved image of the UN amongst field officials and local population. DSS will assist, facilitate and ensure that security entities can be reached and security related matters be addressed. The Security Operations Analysts will be initially headed for five months by an international consultant that will ensure the project is structured; implemented and capacity is build with the local professional staff to ensure that they can sustain the program country-wide on the long run. The project will endeavor build into its original objectives information that is learned from beneficiaries that can contribute to address further risk factors.


 
 Duties and responsibilities:

Summary of key functions: . Effective support to UNDSS in preparation and implementation of the orientation programme activities. . Support advocacy of UN activities. . Support implementation of the strategy for UNDSS orientation programme. . Facilitation of orientation and knowledge building. 1. Ensures effective support to UNDSS in preparation and implementation of orientation programme activities focusing on achievement of the following results: . Thorough analysis and research of information related UNDSS orientation programme and preparation of inputs to identify areas of misunderstanding by government officials of UN mandates, UN immunities, privileges’ . Coordinate and interface with military members, law enforcement Services and National Intelligence Services (NISS) to introduce UN rules, regulations and policies. . Lead and work closely with Humanitarian Agencies and INGO operating in the identified critical areas. . Identify and establish a list of critical areas where UN activities require a special UN support from the Host Nation and undertake anticipatory actions aiming to permit the UN AFPs to conduct their operations in a safer manner. . Search/ analyze information gaps and initiate possible options/practices that mitigate risk resulting from a lack of mutual understanding of mandates and procedures as defined in the UN security risk assessment. 2. Ensures effective advocacy of UN activities in close consultation with FSCO/CSA/DSA focusing on the achievement of the following results: . Maintenance of the systematic information on UN role, mandate and UN agencies activities in critical areas. . Participation in arrangement of meetings, trainings, workshops and briefing sessions on issues related to UN activities with military members, law enforcement Services and National Intelligence Services (NISS). . Analyze and indentify the difference between I/NGOs and the UN mandates, immunities and their relationship with the UN and what entails I/NGOs work and mandates. 3. Ensures implementation of the strategy for orientation programme focusing on achievement of the following results: . Support for implementation of orientation programme and communication strategies of the UN, in close consultation with CSA/DSA and direct supervisor. . Coordination/liaise with the Host Nation security services to familiarize with the UN mandates, programmes, UN staff privileges and immunities and bring them to adopt an adequate attitude in their interaction even for violations committed by the staff. 4. Ensures facilitation of knowledge building focusing on achievement of the following results: . Identification of sources of information related to orientation programme. Identification and synthesis of best practices and lessons learned directly linked to country policy goals. . Contributions to knowledge networks and communities of practice. . Organization of training/briefing sessions to familiarize and inform Host Nation on UN mandates and programme. . Educate members of law enforcement on the terms of agreements between the UN and the host country. . Perform all other assigned duties or tasks designated by the FSCO/DSA/CSA. V. Documents and analyses innovative strategies/best practices/new approaches Resource Mobilization: Level 1.2: Providing inputs to resource mobilization strategy . Collects researches and analyzes information on resource mobilization and utilization, drafts reports and documents and maintains information/databases on potential and actual actors. Promoting Organizational Learning and Knowledge Sharing: Level 1.2: Basic research and analysis . Generates new ideas and approaches, researches best practices and proposes new, more effective ways of doing things .  Minimum Qualification, Skills and Experience Required:

Education: Master in Social Science or equivalent a related field. Experience: Experience of at least two (2) years at senior level in Military or police and/or Humanitarian affairs. Preferably relevant experience in providing advisory services, experience in design, monitoring and evaluation of orientation projects. Knowledge about the UN systems would be an advantage. Experience in the usage of computers and office software packages. Language Requirements: Fluency in English and Arabic.
