Background: Background:
In mid 2007 UNFPA signed the first agreement with UNDP as Sub-Recipient for implementation of GF HIV/AIDS interventions. Programmes have grown substantially over very short period of time, and implementation has become increasingly complex, requiring substantial administrative support, technical backstopping and ongoing monitoring.
In this regard UNFPA CO in Sudan is recruiting a HIV Finance Monitoring Officer, under the supervision of HIV/AIDs Officer, to assist in the overall management of finance and administrative matters in support of HIV/AIDS interventions, ensuring high quality and accuracy of work.
Organizational context:
Under the direct supervision of the HIV/AIDS Officer, the Finance Monitoring Officer works in close collaboration with the HIV/AIDS GF Officers, HIV Programme Associates, HIV Programme Assistant, other Programme staff and acts as a liaison with Operations unit (Procurement, Finance, Logistics, HR and Travel) and ensures consistent service delivery. He/She will support the design, planning, monitoring and implementation of HIV/AIDS related interventions with implementing partners. |

Duties and responsibilities: Result-Oriented Functional Statement:
Financial & Administration:
1. Produce regular budget and expense reports for all core and non-core resources for review by HIV programme staff to track implementation rates and identify gaps in funding.
2. Support Programme Officers to monitor Implementing Partners fund releases against financial reports by reviewing financial reports against agency guidelines and checklist.
3. Contribute to the development and adaptation of tools and guidance in finance monitoring and evaluation and support their use for capacity development of HIV programme partners.
4. Develops tools and mechanisms for effective and efficient monitoring of programme and project budgets, coordinates compilation of financial data and provides accurate and up-dated financial information to HIV Programme Officer.
5. Coordinate with partners to ensure that finance monitoring system is properly designed, and that data collection and analysis from the field is coordinated and standardized across the HIV programme partners.
6. Promote Knowledge sharing and continuous learning, testing and documenting innovation strategies, approaches, lessons learning and best practices.
7. Interprets financial policies and procedures particularly relating to NEX & DEX and provides guidance and training to HIV programme team and implementing partners.
8. Processes payments related to HIV programme implementing partners in ATLAS after verification of supporting documents.
9. Monitor status of the HIV Programme Operating Fund Accounts and propose action for the timely clearance of expenditures; as well as monitor the status audit matters.
10. Ensures the effective HIV programme financial recording and reporting system, NEX audit follow up and processes financial transactions in an accurate and timely way.
11. Follow up the payments process with the UNFPA Finance Unit to ensure that cheques are ready on timely manner.
12. Selects and enters financial data from a variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data, and ensuring that expenditures are in accordance with UNFPA Rules and procedures and are in line with project document.
13. Initiates correspondence to verify data, answers queries and obtains additional information on financial transaction, as required.
14. Provide other forms of assistance as required and instructed by the direct supervisors. |

Minimum Qualification, Skills and Experience Required: Academic requirements: Masters degree in Business Administration, Finance, Social Sciences or any other relative fields.
Experience: At least 3 years of relevant professional experience in Finance & administration. Knowledge of programme and project management processes; providing general support with an emphasis on information management, and program monitoring.
Experience in the United Nations system is an asset;
Good knowledge of ATLAS finance, ATLAS reporting tools and mechanisms.
Language: Fluency both written and oral, in English and Arabic.
Computer skills: Proficiency in current office software applications. Knowledge of ATLAS is an advantage.
Willingness and capability to undertake duty travel; |
