Background: UNDP is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Sudan with grants covering the entire country. In its role as Principal Recipient, UNDP is responsible for the financial and programme management of the GFATM grant as well as procurement of certain items. In all areas of implementation, UNDP provides capacity development services to relevant institutions, sub-recipients and implementing partners.
UNDP supported establishment of 12 People living with HIV care associations and recruited 12 counsellors to provide systematic technical support. The counsellors will support people living with HIV/AIDS to conduct peer education training for other PLWHA, provision of treatment adherence training packages , implementing awareness raising sessions for positives (including condom education and distribution), and participate in advocacy and public awareness activities through community outreach and the mass media. Duties and responsibilities: Under the overall supervision of the HIV programme officer and the direct supervision of the HIV project analyst; the admin and finance associate will carry out the following tasks,
Administration:
Overseeing all administrative and logistics activities of UNDP/Global Fund direct implementation, ensuring that appropriate protocols are followed according to UNDP regulations;
Facilitate and undertake all logistical requirements for direct implementation Staff and visitors in the Khartoum Office including raising of travel requisitions and ensuring receipt of travel authorizations, travel bookings, DSA, hotel reservations, stay permits and visas;
Provide continuous updated information on security to staff, monitor and obtain appropriate security clearances for all travelers;
Procurement of office equipment, stationery, security equipment, furniture and other necessary items for the office;
Maintain an up-to-date and complete inventory of UNDP/ direct implementation assets;
Arrange internal and external meetings and workshops, some involving high-ranking officials. Takes minutes and/or notes as necessary and follow up on issues as required;
Clear outgoing correspondence for conformity with established procedures and accuracy of statements before being signed by supervisor;
Prepare monthly financial and other ad hoc reports; translate as required from English into Arabic and vice versa.
Supervise direct implementation drivers, maintain vehicle log book and ensure proper maintenance/service of vehicles;
Maintain leave reports, attendance records of staff
Finance:
Collect and compile adequate supporting documents and process all payment requests.
Prepare all the Reconciliation documents provided by the social workers implementing the project at state level and ensure its completion before submission it to the Global Fund Finance office.
Assist the HIV Project analyst in controlling all expenditures against the approved administrative budget, and in undertaking monthly reviews to ensure budgetary disciplines in the project implementation;
Assist in monitoring all cash flow levels through official accounts in accordance with Programmes instructions;
Keep abreast of financial regulations of UNDP and ensure their compliance;
Any other duties that may be assigned by the HIV analyst or Programme program officer.

Minimum Qualification, Skills and Experience Required: Secondary education with training in Business Administration, Finance, Accounting or related field. A University degree in the mentioned fields will be an advantage
Seven years experience in Business Administration, Finance, Accounting within international organizations and/or private sector
Possess good communication skills.
Knowledge of Financial Rules/Regulations as well as accounting and logistics principles
Computer literate. Knowledge of ATLAS would be an asset.
Proficiency in English; knowledge of other regional/local languages would be an asset |
