Background: UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Sudan. As the Principal Recipient of 6 grants (2005-2014) amounting to USD 300 million, UNDP is managing the largest fund portfolio in the Arab region. UNDPs management role consists in implementing grants, ensuring financial accountability, and capacity development & training of a variety of national and international counterparts on programme management and financial accountability. In its role as Principle Recipient, UNDP ensures quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation activities.
The GFATM Programme Finance Analyst will work under direct supervision of, and in close cooperation with, the Finance and Administration Specialist as well as the CCM Chair, in a matrix structure, and will support the programmatic financial management of the Global Fund grants in Northern Sudan, within the CCM Secretariat at the Federal Ministry of Health (FMOH), in accordance with GFATM, UNDP and FMOH guidelines and regulations. S/he will provide guidance and capacity development in the financial aspects of the implementation of the grants, in coordination with the FMOH, the UNDP Global Fund Programme Management Unit (PMU) sections, respective UNDP Country Office units and external partners such as the Sub-Recipients (SRs). This position will be based within the Sudanese Federal Ministry of Health. |

Duties and responsibilities: 1. Ensure effective GFATM programme finance management
2. Ensure quality financial monitoring and donor reporting
3. Ensure facilitation of knowledge building and knowledge sharing, guidance to UNDP and FMOH staff, SRs and stakeholders on financial matters.
1. Ensure effective GFATM programme finance management, focusing on achievement of the following results:
GFATM programme financial resource management through planning, guiding and controlling of the resources, in close cooperation and coordination with the FMOH, GFATM PMU, UNDP Country Office and relevant partners;
Develop and appropriate format for recording and reporting of the financial status for the FMOH;
Ensure fund harmonization (not to allocate different funds for the same activity).
Continuous analysis and monitoring of the grants financial situation, including feedback mechanism to the FMOH, and the UNDP PMU (finance section) in case improvements are required.
Assess and support an efficient financial flow process within the framework of GFATM requirements. (including tracking the money from the source until it is received at programme level; notify when the money received in the DGIH account and when released to the programmes).
Identifies innovative financial approaches and modalities to achieve programme targets and increased cost-effectiveness.
Analysis of requirements and synthesis of proposals on proper mechanisms to eliminate deficiencies in budget management.
2. Ensure quality financial monitoring and donor reporting, focusing on achievement of the following results:
Monitoring the grant budget and expenditure and guiding FMOH and UNDP staff in budget preparation, execution and revisions;
Working closely with the programs to increase the absorption capacity of the programmes for the received funds and improve the quality of financial documents submitted to the PR / GFATM.
Submiting a monthly report on the financial status (balances, requests, and clearance reports) to the CCM responsible officer and UNDP.
Ensuring timely reporting to the FMOH, UNDP and the donor on the financial aspects of the programme and budget/expenditure, including guiding the quarterly development of the EFR (Enhanced Financial Reporting) per grant;
Support and verify the financial documents of the SR's and SSR's that serve as input into the financial PUDR (Progress Update and Disbursement Request) reports to the donor;
Harmonizing reporting and accounting practices of sub-recipients including budgeting and financial key performance indicators.
Preparation of any regular or ad-hoc financial reports for submission to the FMOH and UNDP management, donor or the CCM on the financial programme management aspects of the grants.
Updating the FMOH Global Fund national database.
3. Ensure facilitation of knowledge building and knowledge sharing to FMOH and UNDP staff, SRs and stakeholders on financial matters, focusing on achievement of the following results:
Ensuring the development of a training plan/curriculum for the PRs, FMOH and sub-recipients' financial and accounting staff and conducting trainings on GFATM performance based funding and financial reporting requirements management system.
Providing adequate technical support to government counterparts and implementing partners; to ensure their compliance with international, national policies and standards for the delivery of financial services.
Coordinating the financial capacity assessment of SRs (with the LFA) and develops action plans for SRs financial capacity development.
Provides training and guidance on programmatic financial matters to the programmatic and operations staff at the FMOH, UNDP SRs and counterparts, and develops work plans and priorities and monitors achievements.
Ensure financial knowledge sharing and harmonization of approaches between the different programmes (HIV, Malaria, and TB) and an active participation in the FMOH and UNDP units financial management practice.
Coaching and guiding the PMU and FMOH programme and M&E staff in order to boost their financial capacity to deliver results.
Supporting the FMOH and PMU finance sections to ensure an effective communication and information flow between finance and non-finance actors in order to effectively link the programmatic results to expenditures, as required by GFATM.
Organizing and conducts training on ATLAS module for the GFATM PMU on financial management.
Accessing global financial best practices, share them with other local and international stakeholders and ensure their incorporation into the grant portfolio and grant design process;
Providing sound financial contributions to knowledge networks and communities of practice.
Any other tasks assigned by the supervisors to support the sound programmatic financial management of GFATM grants.

Minimum Qualification, Skills and Experience Required: Required Skills and Experience
Masters degree in Business Administration, Management Accounting and Finance, Business, Public Administration, Economics or other related field.
Two years of relevant experience at the national and international level in financial programme management, including in the field of HIV/AIDS, Malaria, and Tuberculosis
Excellent managerial, interpersonal and analytical skills, including solid experience in the management of people and systems in high-pressure environments.
Excellent oral and written communications skills.
Strong IT skills.
Sound knowledge of programme and financial procedures.
In-depth knowledge of UNDP/UN policies and Programmes in crisis and post-crisis situations is an asset
In-depth knowledge of the Sudan government financial and audit system and regulations is an asset
Experience in working with Non-Governmental Organizations and development aid.
Fluency in both written and spoken English and Arabic. |
