Background: In many post-conflict countries, developmental interventions are an essential component of preventing a return to violence, or in some cases halting ongoing conflict. Recent academic research and UNDP field experience have made evident that violence, even in war, is not restricted to the pursuit of political goals. Much violence occurs due to the breakdown of law and order, competition over natural resources, exploitative livelihood strategies, and inter-communal disputes. Such violence often persists after the signature of peace agreements.
The overall goal (UNDAF Outcome) of the Conflict Reduction Programme is: by the end of 2012 improved environment for sustainable peace in Sudan through increased respect for rights and human security with special attention to individuals and communities directly affected by conflict and disasters. Additionally the purpose (CPAP Outcome) of the programme is: strengthened capacity of national, sub-national, state and local institutions and communities to manage and reduce conflict.
The Conflict Reduction Programme inception phase was launched in 2009 in Southern Kordofan State in order to provide tailored rapid response interventions to support the resolution or prevention of local conflict, in particular flashpoints and issues with the potential to escalate and threaten the stability of the Comprehensive Peace Agreement (CPA). The project delivered support to peace conferences and initiatives, supported the development of community and government action plans addressing sources of conflict and provided resources for the implementation of such plans.
With demonstrated results and implementation modalities, this project is now positioned for scaled-up application in the Three Protocol Areas over the coming two years.
The CRP will work closely with a state level conflict management body in Abyei, in developing its capacity to deliver timely and coordinated conflict resolution and conflict prevention activities in the state. Particular attention is given to facilitating the body, once identified or/and establshed, to coordinate multi-stakeholder coordinated responses from international and national actors that can address the multiple aspects and sources of conflict; in addition to integrating its approaches into the broader Abyei government planning and implementation. Furthermore the CRP will provide technical support to building the capacity of the body in best practices of designing peace processes and peace building. |

Duties and responsibilities: Under the direct supervision of the CRP Programme Manager and in close coordination with the CRP team as well as other programme/project staff, the Programme Associate will undertake the following specific activities:
1. To assist with government’s conflict resolution and peace building intervention planning and implementation, including proposal development and technical guidance.
2. Assist in gathering existing data sources on conflicts and on peacebuilding activities that would be of use to the government;
3. To support rapid, multi-stakeholder assessments and field visits for the identification of appropriate interventions by the government and its partners.
4. Contribute to the establishment of an information management system to collect and organize all data gathered from existing sources, conflict assessments and periodic workshops;
5. Based on the information collected, assist with the production of situational analyses of conflict reconciliation and peaceful coexistence that provide clear priorities, recommendations, and outputs for the Abyei government and other UN/INGO/NGO partners;
6. To work with the government to support linkages between government’s situational analyses and intervention planning, and to assist with timely monitoring, evaluation and documentation of interventions.
7. To assist with technical review and support to government partner activity development and implementation.
8. Assist in the organization of periodic workshops with technical experts;
9. To assist with effective government coordination and communication with relevant government Ministries, UN/INGO/LNGO, civil society and other key stakeholders.
10. Assist in providing technical advice to donors, UN/INGOs/NGOs to ensure conflict sensitive implementation of humanitarian and development activities in Abyei.
11. Other activities as requested by UNDP Conflict Reduction Programme Manager.

Minimum Qualification, Skills and Experience Required: Education:
Secondary education with training in conflict management, legal studies, or a related field. A degree in the areas mentioned will be an added advantage.
Experience:
. At least 6 years experience in conflict management and/or development management in an international development setting, preferably with a particular focus on local conflict management.
. Proven capacity in facilitate consultations, workshops, and grass-roots engagements.
. Knowledge of and/or experience of the nature of local conflicts in Sudan and in particular the Three Areas.
. Capacity to work closely and effectively with government ministries and officials and demonstrated sensitivity to political components of peace building.
Language Requirements:
. Excellent spoken and written English and Arabic communication skills.
. Intermediate proficiency in computer use, including the ability to produce documents in English and Arabic |
