 Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. The success of the transition processes in South Sudan will hinge on the full and active participation of women, as well as proper consideration of women’s needs and capacities at every stage in line with Security Council resolutions 1325 (2000) and 1820 (2008). UN Women is particularly concerned that emerging priorities, such as security sector reform, rule of law and early recovery programmes, adequately mainstream gender issues and engage women as decision-makers throughout their design and implementation. UN Women is implementing a global programme entitled “From Communities to Global Security Institutions” (FC2GSI) and South Sudan will be the fifth country to participate in the initiative. FC2GSI focuses on the following two complementary objectives: 1.Strengthening women’s security at community and national levels 2.Institutionalizing protection of women in national security services. UN Women South Sudan has developed a country programme with five priority areas, namely (i) Peace consolidation and gender responsiveness of security sector reform processes strengthened; (ii) Protection of women and girls enhanced; (iii) Women’s economic security enhanced; (iv) Women’s leadership and gender-responsive governance, enhanced, and (v) Women’s access to adult literacy services increased. The first priority area looks to support the integration of women’s security priorities into UN and Government policy and programming. A Gender and Security Officer is required to support the UN Women Juba Country Office to implement key activities in the area of capacity building for government counterparts, coordination with other UN entities, and developing programming interventions on strategic priorities for UN Women and South Sudanese women’s constituencies.


 
 Duties and responsibilities:

Under the overall supervision of the UN Women Gender and Security Specialist and in close collaboration with the Programme Specialist , the Gender and Security Officer is responsible for the following:- 1. Supports Project Management and Coordination: •Coordinates with civil society, the Ministry of Gender, Child and Social Welfare (MOGCSW), UN entities and other key partners to identify priorities and stakeholders. •Supports the selection of partners for project implementation in line with UN Women rules and regulations. Undertakes capacity assessments and other preparations for partner agreements as necessary. •Provides substantive input an inclusive workplanning process with participating government and non-governmental partners. •Monitors ongoing activities of partners, including field missions. •Undertakes administrative and logistical support for the implementation of programming. 2. Provides policy advice and technical and coordination support to partners. •Supports the management of a coordination forum for gender and security sector reform issues in partnership with government and UN counterparts. •Takes a lead role in developing a national capacity building plan for national counterparts within the security sector. •Supports the deployment of gender experts to be seconded into national security sector institutions. •Supports the implementation of a study on gender issues within the corrections sector. 3. Shares knowledge and communicates results •Assists with the production of high-quality timely and accurate reports of project results for external partners as required. •Participates in the collation of knowledge, best practice and lessons learned for global programme implementation, as well as for further replication of best practice in South Sudan.

 
 Minimum Qualification, Skills and Experience Required:

Education: An advanced University degree (Masters level) in social sciences, political science, international affairs, international development studies, gender/women’s studies, human rights or a related technical field. Experience: •At least three to five years progressively responsible experience in the field of women’s empowerment and gender equality in post-conflict or least developed countries. •A postgraduate degree in gender, women’s studies or related discipline. •Experience and knowledge of gender-responsive security sector reform, sexual and gender-based violence, conflict prevention and peacebuilding issues highly desirable. •Programme/project design and management skills. •Effectiveness in establishing and fostering good relations with government counterparts, UN agencies, donors, and NGO partners. •Demonstrated ability to work in an independent manner; ability to organize work efficiently and deal with multiple tasks. •Knowledge of methodologies and best practices for promoting gender equality, equity and women empowerment in general and in Sudan in particularly. •Experience with implementing gender mainstreaming agendas across a variety of sectors, including experience gender mainstreaming in governmental bodies. •Experience working with and building capacity of national women’s machineries, national civil society organizations and similar institutions. •High degree of political sensitivity and demonstrated ability to achieve results in politically and operationally complex environments. Language Requirements: •Outstanding oral and written communication skills in English and one other UN language. Knowledge of Arabic and Juba Arabic is an asset
