Background: Under the overall management of the Head of Office and the direct supervision of the IMU Manager, the ICT Analyst manages OCHAs ICT services, develops and implements ICT management solutions, provides information management tools and technology infrastructure in the OCHA Khartoum and Darfur Offices. The ICT Analyst is responsible for review of and advice on the use of new technologies that will enhance the productivity of the Office.
The ICT Analyst supervises the ICT Associate. He works in close collaboration with the Information Management team as well as the, Administration Unit, Area Coordination unit, Khartoum Office, Sudan field offices and OCHA HQ staff to resolve complex ICT-related issues. |

Duties and responsibilities: Summary of key functions:
Implementation of ICT strategies and introduction/implementation of new technologies for Khartoum and Darfur offices.
Development of information and documentation management system
Management of hardware and software packages
Network administration
Provision of web management services
Facilitation of knowledge building and knowledge sharing
Planning and managing ICT equipment needs and procurement
1. Ensures implementation of ICT strategies and introduction and implementation of new technologies, focusing on achievement of the following results:
Full compliance with corporate information management and technology standards, guidelines and procedures for the office technology environment.
Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT.
Establishment of internal Standard Operating Procedures (SOPs) in ICT management, control of the workflows in the ICT team.
Participation in the office business process re-engineering activities and ensures that business needs drive ICT solutions related to corporate resource management.
Conduct market research and analysis, and introduce new technology for office system updating and improvement.
Provision of advice on and assistance in procurement of new ICT equipment for the office, provision of technical specifications and information on best options in both local and international markets.
Development and update of the ICT annual plan and road map. Development and update of the continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on their implementation.
Leadership of the ICT team for effective and client-oriented services.
2. Ensures development of information and documentation management system focusing on the achievement of the following results:
Development and implementation of Office information and documentation management system in accordance with UNOCHA policy.
3. Manages hardware and software packages, focusing on the achievement of the following results:
Hardware and software platforms meet the UNOCHA corporate standards and the key processes.
Provision of advice on maintenance of equipment and acquisition of hardware supplies
Supervision of the implementation of UNOCHA systems.
Development of new solutions for high impact results (e.g. office management, intranet, etc).
4. Ensures efficient network administration, focusing on achievement of the following results:
Monitoring of the computing resources to provide a stable and responsive environment.
Implement installation of servers in all the sub offices.
Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access.
Monitoring of backup and restoration procedures for both server and local drives.
Timely upgrade of LAN infrastructure and Internet connectivity to meet OCHA requirements.
5. Ensure facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:
Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
Organization of training for the operations/projects staff on ICT issues.
Synthesis of lessons learned and best practices directly linked to ICT management.
Sound contributions to knowledge networks and communities of practice.
III. Impact of Results
The key results have an impact on the overall efficiency of the Office including improved results and client services. Forward-looking ICT management has an impact on the organization of office management, knowledge sharing, and information provision.

Minimum Qualification, Skills and Experience Required: Advanced University degree (Masters or equivalent) in Information Systems, Information Management, Computer Science or related discipline.
A Mastrs University degree with a combination of relevant academic qualifications and 2 years of experience in Information Systems or other related fields may be accepted in lieu of the advanced university.
Advanced certification in Cisco Certified Network Engineer (CCNE) and/or Microsoft Certified Systems Engineer (MCSE) are a plus.
Minimum 2 years of progressively responsible experience in ICT including Windows 2000/2003/2008 server network Administration; use of server network administration; use of industry standard hardware/software and telecommunication facilities,
Good knowledge of Micro-computer technology, PC/LAN operating systems; MS XP and Windows 2000, MS Office XP and 2003 and Data Management.
Development and implementation of ICT strategies.
Practical knowledge of HF and VHF Equipment, Microwave Radio Systems, Satellite Communications Equipment, and VSAT is desirable. |
