Background: In accordance with the comprehensive peace agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005, the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of National Unity (GONU) and Government of South Sudan (GOSS) in planning, developing and implementing the national disarmament, demobilization and reintegration (DDR) programme. To this end, an integrated UN DDR unit for the CPA has been established with HQs in Khartoum and field offices in North and South Sudan. In line with the Integrated DDR Standards DPKO is leading the planning and implementation of the D & D components, UNDP through voluntary contributions acts as the planning and implementing agency for the reintegration component. UNDP is also implementing DDR under the ESPA and supporting the government to prepare for DDR in Darfur.
UNDP is setting up an ambitious and exciting multi-year reintegration programme, focused on individual employment support schemes for ex-combatants in CPA areas, through education, training, agriculture and small business support. It will be implemented throughout a network of field offices in North and South Sudan, working alongside with national DDR Commissions’ staff at the state level, and contracting national and international organizations and institutions for the provision of reintegration services (Implementing Partners: NGOs and Specialized UN Agencies).
While the provision of services will be contracted to the implementing partners, UNDP will ensure (1) overall guidance, (2) technical and operational assistance to the national DDR commissions’ staff and (3) programmatic and financial monitoring and evaluation of ongoing employment support schemes and reintegration process.
UNDP/DDR Programme is headquartered in Khartoum and being implemented by a team of international and national staff to be based in over 20 states throughout the country. Each state office has its own team of operations staff including the Monitoring & Evaluations. The M&E Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The M&E Associate will report directly to the State Reintegration Officer.
The M&E Associate will also work in close collaboration with other colleagues in the Regional Monitoring and Evaluation Specialist and Analyst, as well as the relevant Regional Reintegration Officer. It is the responsibility of the Regional M & E team to ensure that all necessary guidelines and survey tools are shared with the State Reintegration Officer, and passed on to the M&E Associates at the state level so they can effectively coordinate their activities with the operations and programme colleagues of the UNDP field office as well as other UN agencies for resolving M&E-related issues and information exchange.
Based on performance, qualifications and experience, he/she will work with increasing autonomy on monitoring and evaluation efforts at the state office level providing senior programme management with essential information on programme implementation. |

Duties and responsibilities: Summary of key functions:
1.Support implementation of SDDRP Monitoring and Evaluation strategy and action plan
2.Ensure that the Monitoring and Evaluation system of the DDR implementing partners and national counterparts is in place
3.Build national capacities on Monitoring and Evaluation
4.Facilitate knowledge building and knowledge sharing
1.Support implementation of SDDRP Monitoring and Evaluation strategy an action plan
•Gather data and work with the state reintegration officer to produce monthly reports on project progress and identified M&E challenges
•Monitor implementation of reintegration sub-projects in coordination with the state reintegration team
•Conduct surveys, interviews, focus group discussion etc for the purpose of relevant activity planned in accordance with SDDRP M&E strategy and plans
•Conduct assessments with the state reintegration teams for proposed phase 2 planning
•Liaise with the MIS officers on data processing and progress of the project
•Translate gathered data and information, questionnaires and other relevant documents
•Liaise with the caseworkers and other relevant colleagues and stakeholders to elaborate findings and challenges on project progress
2.Ensure that the Monitoring and Evaluation system of the DDR implementing partners and national counterparts is in place
•Provide the guidelines on monitoring and evaluation and train implementing partners on proper report submission with detailed feedback
•Provide technical assistance to the national counterparts for improved monitoring and evaluation activities by Implementing Partners
•To validate activities of the Implementing Partners, conduct field visits on regular base and report back to the State reintegration officer in the standardized reporting format
•Coordinate with MIS to enter data on monitoring and evaluation of implementing partners into the DREAM database
3.Build national capacities on monitoring and evaluation:
•Coordinate and facilitate the capacity development activities (workshops, trainings) of the project for all stakeholders engaged
•Provide day-today operational support on monitoring and evaluation and technical advice to national counterparts
•Participate State Reintegration Coordination and Technical Committees meetings under the direction of the State Reintegration Officer
•Support national counterparts in prepareation of monitoring and evaluation reports
4.Facilitate knowledge building and sharing focusing on achievement of the following results:
•Support specific evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes
•Document best practices, lessons learnt, and contribute to After Action Review initiatives
•Collaborate and coordinate with other UN agencies, government authorities, NGOs and other organizations on monitoring and evaluation issues
•Keep record of activities using filling system under the direction of the State Reintegration Officer

Minimum Qualification, Skills and Experience Required: Education:
•Secondary School or Diploma required
•University degree agronomy, business, management, development studies and other relevant field will be an advantage
Experience:
•Minimum 5 years of progressively responsible and broad based professional experience
•Prior experience with employment programmes, small business and agriculture training will be a significant asset.
•Must be computer literate, and able to use MS Word, Excel
•Ability to work in a team and adapt quickly to a fast – paced work environment.
Language Requirement:
•Fluency in oral and written English and Arabic, as well as local languages. |
