Background: In July 2007, flash floods started to devastate many parts of Sudan. The areas worst affected were the states of Kassala, Khartoum, Northern Kordufan, Unity State and Upper Nile. Kassala Town was severely affected, particularly localities surrounding the river Gash. Currently there is very limited work on retaining the waters of the river, which overflows and floods surrounding villages every year, with severe flooding recurring in a 3-4 year cycle. The United Nations, whilst not providing specific figures for the devastation, estimated that well over 30,000 houses were fully destroyed and at least 365,000 people were directly affected. The project addresses the flood problems caused by the extreme high discharges and aims at protecting Kassala and surroundings
Organizational Context:

Duties and responsibilities: Description of Duties:
Under the direct supervision of ILO’s Chief Technical Advisor (CTA) of the labour-based flood control project, Kassala, the UNV volunteer will undertake the following tasks:
Administrative/Logistics duties
Open project bank accounts as needed, obtain and assist with completing various forms
Maintain an inventory of all ILO-supplied, non-expandable equipment as well as stock-record cards for items purchased for the ILO-executed project
Prepare, in consultation with the CTA, security and travel authorization for project staff
Record minutes of meetings
Project-related duties
Provide the required financial and administrative inputs, where appropriate, to the CTA in managing and monitoring the project
Prepare the required financial information on expenditures to assist the CTA in the preparation of the project budgets and subsequent revisions
Prepare and follow-up financial matters with collaborating specialized agencies of the UN
Prepare contracts based on labor-intensive working methodology with farmers, IDPs, Returnees, small or big contractors and others for work to be done at the project
Assess the legal aspects of contracts and the project’s liability
Assist in reviewing the socio-cultural habits of the various tribes and others potentially to be engaged in the project with respect to their customary financial demands vis-à-vis the project’s opportunities and needs
Assess the salary scales applicable to various duties and obligations
Investigate and prepare tendering procedures for minor and major works for the component labour
Prepare the acquisition of goods and services for the project
Assess the consequences of the prevailing national labour laws for the work to be done under the project
Active attitude towards resolving disputes among various stakeholders based upon the CTA’s recommendations
Maintain budget control given the available project budget
Project accounting: keep daily records and make them available when requested, e.g. for an internal or external audit
Furthermore, UNV volunteers are encouraged to:
Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; network and build relationships with loc al organizations, groups or individuals and support and/or participate in local volunteering initiatives; reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; initiate and/or participate in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site;
Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible;
Encourage, mobilize and support co -workers, fellow UNV volunteers and members of the local community to play an active part in peace and development activities on a voluntary basis;
Discuss with supervisors how volunteerism for peace and development can be mainstreamed I the assignment and integrate activities promoting volunteerism for peace and development into work plans;
Assist with the UNV “buddy programme” for newly -arrived UNV volunteers
Lastly, when working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.

Adequate management and production of the financial and administrative component of the project
Active support to achieve the project’s objectives
A final statement of achievements towards volunteerism for peace and development during the assignment, such as specific quantification of mobilized volunteers, activities, capacities. |

Minimum Qualification, Skills and Experience Required: Qualifications/Requirements:
Diploma in Business Administration or Finance/Accounting;
Minimum two years working relevant experience, preferably with UN agencies or multinational companies;
Experience with the UN financial procedures desirable;
Excellent verbal and written communication and reporting skills;
Excellent computer literacy in MS Word, Excel, Access and other office applications;
Fluency in oral/written English, Arabic. Knowledge of other local languages spoken in the state will be counted as add value. |

Living conditions
Kassala state is under security phase 2. Some rural areas are hard to reach and living conditions are basic. The streets in the capital are safe and crime is very low.
Accommodation is suitable; the rent of house/apartment (two rooms) varies between 450-600 SDG per month. Landlords will typically seek three to six month rent in advance as well as a deposit of one month’s rent. This is, of course, negotiable. In addition, the rent a property fully furnished in Kassala.
There are many small markets throughout Kassala to purchase different sort of goods and variety of agriculture products at reasonable prices.
There are 2 public hospitals in the capital.
. Conditions of service
A 6-month contract (renewable subject to operational necessity and satisfactory performance); monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ $ 750; life, health, and permanent disability insurance; resettlement allowance for satisfactory service. |
