  Duties and responsibilities:

Under the overall supervision of the Head of the Governance and Rule of Law Unit and the direct supervision of the Regional Programme Manager (Darfur), the incumbent will substantially contribute to the strategic and programmatic development and implementation of the UNDP Rule of Law Programme in Darfur. The work of the National Project Analyst will entail the following:

I. Programme Financial, Administrative and Human Resources

•Provide support to Project Manager in the management of project staff, including external short-term consultants and implementing partners;
•Assist in the day to day management of the project, including smooth project component implementation and efficient use of funds;
•Assist the Project Manager in appropriate recording and accounting documentation as required by UNDP and preparation of required financial reports;
•Ensure that UNDP rules and regulations concerning finance, procurement and human resources are adhered to and followed;
•Support an environment of learning for all staff within the project;

II. Programme Development, Planning and Implementation

•Support Project Manager in development of quarterly and annual work plan (AWP), for Darfur;
•Ensure the implementation of the work plan, timeliness and quality of the outputs as well as timely preparation of quarterly and annual project reports on achievements and challenges faced within the project;
•Submit and manage requisitions in accordance with procurement guidelines
•Ensure delivery of resources and results according to planned targets;
•Assist in preparations for project evaluations;
•Analyze and present data on gaps and capacity present in the area of the judiciary, law-enforcement and prison system, including assessing needs for capacity building, operational capacity, education, training, reconciliation and confidence-building , and physical infrastructure;
•Ensure the participation and involvement of relevant stakeholders in project activities so that the process is inclusive, participatory and transparent;
•Ensure the development of cross-project linkages with other relevant projects and programmes implemented in the Project Officer’s locale for mutually reinforcing impact;
•Organize capacity and confidence building activities within the Rule of Law Sector, including trainings, workshops and round-tables; and
•Identify best practices and lessons learned for the knowledge manager of the web-based platform component of the program.


III. Advocacy, Partnerships and Resource Mobilization

•Establish and maintain partnerships with stakeholders (UN agencies, NGOs, CBOs, government and donors);
•Assist in the mobilization of resources from different partners. This will include the preparation of strategies and proposals, organization of regular donor meetings and field visits;
•Provide leadership on Rule of Law issues within the UN in collaboration with other key UN partners; and
•Perform other duties as assigned by UNDP management.
 
Minimum Qualification, Skills and Experience Required:

Education Requirements:

Master’s Degree in Law, International Development, Management or in a related field with a minum of 2-3 years relevant experience in a development context, particularly in managing projects, capacity building and development programming; OR Bachelors degree in Law with 4 (four) years of relevant experience.
•Excellent knowledge of current political affairs in Sudan, with particular focus on Darfur;
•Experience of working with government authorities as well as with IDP populations, grass-roots communities and civil society; a good understanding of, and experience with promoting access to justice;
•Ability to translate challenges faced in a complex environment into strategic planning and implementation and sustainable recovery;
•Excellent command of written and spoken English and Arabic;
•Excellent drafting skills;
•Demonstrated initiative and perseverance; self-starter, highly motivated and comfortable in a multi-cultural team setting; Personal sensitivity and commitment to the values of the United Nations;
•Results driven, ability to work under pressure and to meet strict deadlines; and,
•Strong diplomatic, catalytic and team-building skills.
