Background:
The Comprehensive Peace Agreement (CPA) signed on 9th January, 2005, between the Government of Sudan (GOS) and the Sudan People’s Liberation Movement/Army (SPLM/A) established a framework for a political solution based on justice, peace and democracy.
While the CPA represents a formal commitment to basic standards that are conducive to justice and peace, the peace-building process will need to advance and expand these aspirations through immediate and medium-term interventions that address chronic under-development, weak governance and an erosion of Rule of Law institutions. In this context, UNDP plays a leading role in the Rule of Law sector in Sudan.
UNDP has established Field Offices and is establishing more in various locations in Southern Sudan. These offices will serve as a regional base for UNDP’s Access to Justice / Rule of Law and Governance programs. Program staff based in this locations will also be involved in activities being run by cross-cutting programs, including HIV/AIDS and gender.
Under the overall supervision of the Access to Justice Project Manager and the Rule of Law Team Leader, the Rule of Law Officer will work primarily with the UNDP Rule of Law/Access to Justice programme. The objective of this program is to build the capacity of civil society, traditional authorities and government authorities to promote Rule of Law and enhance individual’s access to justice in their communities. The program involves rights awareness raising (including as set out in the Bill of Rights of the CPA, the INC and the ICSS), assisting stakeholders to identify rights violations and to develop community solutions to identified problems. The focus of the programme activities is the most vulnerable groups in the community including women, children and IDPs/returnees.
With respect to Rule of Law institutions, UNDP will conduct awareness raising activities. UNDP will also work to assist the institutions amend their operations and processes in order to enhance conformity with the Rule of Law and access to justice in the community.
The Rule of Law Officer will be involved in all aspects of the Rule of Law/Access to Justice programme and may be involved in other Rule of Law activities in the region as they are established. The National Rule of Law Officer may also be involved in providing programmatic support to Governance, HIV/AIDS or Gender activities conducted in the region. This may involve some travel.

Duties and responsibilities:
Under the direct supervision of Access to Justice Project Coordinator, Rule of Law Project Manager and Rule of Law Team Leader the National Rule of Law Officer will undertake the following tasks:
Build the capacity of local organizations in the region, to identify access to justice issues, to monitor trends in rights violations and to advocate for enhanced access to justice and the protection of human rights. Provide assistance to stakeholders in improving or establishing mechanisms for access to justice, including statutory and traditional conflict-resolution mechanisms. Engage with community organizations, military, governmental and traditional authorities and vulnerable groups to assist with the development of community solutions for the protection of individual’s rights. Support the establishment of office space and Justice and Confidence Centres (JCCs) where required. Identify local NGOs or community based organizations which can work with UNDP to achieve the objectives of the Rule of Law/Access to Justice programme. Assist with monitoring and evaluation of Rule of Law programmes supported by UNDP in the region; Organize and/or conduct trainings, e.g. on human rights, the Rule of Law and the Interim Constitution of Southern Sudan (including the Bill of Rights). Assist with translations during meetings or of documentation, as required. Establish excellent working relationships with all local stakeholders. Establish excellent working relationships with other UN agencies and international organizations in the region, Identify opportunities for cooperation and work in a collaborative manner with such organizations. Report on Rule of Law programme activities in the State/region; Provide programmatic support to Governance and other UNDP teams conducting activities in the region as required. Assist the Rule of Law Officer Team Leader with programme activities as required. Perform any other related duties as assigned by supervisors.
IV. Impact of Results:
Training and awareness • For civil society, traditional authorities and government authorities to promote Rule of Law and enhance individual’s access to justice in their communities.
Support to Justice and Confidence Centres (JCCs) • Provide technical backstopping to the established Justice and Confidence Centres.
Establishment and support to state based Rule of Law Fora • Organizing and facilitating monthly Fora meetings.
CPA Dissemination Activities • This is done basically through Creative Arts and training.
Quick Impact Activities • Dissemination, identification and implementation of highly visible activities at Boma, Payam and County level.
Support to the South Sudan Human Rights Commission • Identification of needs through strategic assessments. • Provision of technical support to the Human Rights Monitors and both material and technical support to the Commission. • A final statement of achievements towards volunteerism for development during your assignment such as specific quantification of mobilized volunteers, activities, capacities.

Minimum Qualification, Skills and Experience Required:
Education:
Master degree or equivalent in Law, Political Science and Development preferred, plus a minimum of 3 years experience in relevant area, or a Bachelors Degree in a relevant area of expertise with a minimum of 5 years of experience.
Experiences:
• A minimum of 3 - 5 years of experience working in Human Rights, working with Rule of Law institutions (such as judiciary, police, prisons, Ministry of Legal Affairs etc) or working in related fields; • Experience working with civil society and grass roots community organizations; • Significant experience in capacity building; experience in development programming and training highly desirable. • Ability to handle confidential and politically sensitive information.
Language Requirement:
• Excellent command of written and spoken English (including excellent writing skills). • Excellent command of MS Office applications (including Word, Excel and PowerPoint). • Excellent interpersonal and communication skills, including ability to work well in multi-cultural team environment. |
