  Background:

UNDP, as the lead agency in recovery and development, has been entrusted by UN System globally with the essential task of supporting national monitoring and reporting on MDGs progress. In January 2008, the Ministry of International Cooperation, National Population Council and UNDP agreed to strengthen the partnership to take the lead in supporting MDGs monitoring and capacity development of the Ministry for that exercise.

This project aims to capacitate Government Units to effectively and efficiently implement MDG-responsive programs and projects through development and institutionalization of detailed operational mechanisms on MDG monitoring in relevant government units’ using a core indicator monitoring system. Hence, the project will has two major outputs: a) Setting up a mechanism for preparation of Sudan MDG report b) Capacity development of national partners to monitor and track progress towards achievement of MDGs in 2015.

The Policy Adviser will ensure the project management and will advise the Project Manager on all substantial matters related to project implementation. The Policy Adviser will also interact with members of the donor community and with governmental counterparts in the interest of developing coordinated approaches to government reform. The Policy Adviser works under the direct supervision of the Project Manager.


  Duties and responsibilities:

-Be responsible for design of a systematic framework for the operations of the Project.
-Be responsible for provision of quality support and overall implementation framework for the Project, ensuring that project activities are complementary among the objectives, resources are appropriately allocated according to priority interventions, and that the results are integrated and targeted towards specific results
-Provide the Project with regular professional guidance and with the technical expertise on MDGs; vis-à-vis the conceptualization and exit strategies for the Project implementation, and its correspondence to the national policy and priorities.
-Be involved in preparation of the Project Annual Work Plan/Progress and Final Reports
-Together with Project Manager work on design of Project strategies in capacity-building, institutional development, aid coordination, public policy analysis, policy advocacy and similar areas.
-Involve in formulation and revision of the Terms of Reference of national and international consultants as well as other professional staff, preparation of coordinated implementation strategies, and facilitation of team building.
-Be involved in preparation of materials and reports required for the purposes of a) building collaboration with partners; and b) reporting to donors, implementation partners and the public
-Ensure that information on Project activities is effectively recorded, presented to Annual Review and disseminated to broader public, as appropriate.
-Ensuring appropriate use of UNDP inputs
-Establishing performance indicators to evaluate the project’s impact and progress
-Ensuring the work according to the priorities set up by the Government Designated agency.
-Undertake regular field visits (if relevant)

Deliverables:
•Developed and submit the project capacity building strategy
•Facilitate and submit the report of the national taskforce for MDGs
•Participate and present the project strategy for reporting MDGs
•Establish and develop the project performance indicators
•Build the project knowledge management system
 
Minimum Qualification, Skills and Experience Required:

Competencies:

•High interpersonal and communication skill
•Excellent analytical skill
•Solid and hands-on practical experience in group facilitation
•Partnership building abilities
•High report writing and drafting skills

Qualifications:

-A Master’s degree in social science and/or development related studies
-At least 7 years working experience in development work
-Strong advisory experience for complex assistance projects comprising diverse activities
-Ability to work efficiently in a multi-cultural and multi-disciplinary team
-Familiarity with development methodologies, including participatory approaches, strategic planning, strategic management and the management of institutional change in developing countries
-Strong knowledge of technical skills required for office management
-Excellent computer skills
-Excellent knowledge of English and Arabic
