Background:
In line with the 2005 Comprehensive Peace Agreement (CPA) and the commitment made by the Government of Sudan and its partners at the last Sudan Consortium (May 2008), efforts that promote peaceful coexistence are needed to strengthen the delivery of peace dividends to communities living across the 1956 North - South border. Tensions and competition over resources in these selected areas feed increasingly intense cycles of violence. This is exacerbated by seasonal migrations and large numbers of returning people - with associated stress on host communities and limited resources. Deeply-rooted poverty, separation of families, disruption of social networks, abuse of individual rights within communities, strong gender inequality, weak governance and rule of law institutions as well as lack of services all contribute to increased insecurity. Neglecting the development of these communities will increase the risk of creating flash-points that may jeopardize peace at the national level. There is a continued and urgent need for engaging with these communities through activities that will ensure peaceful co-existence. The Spanish MDG- Achievement Fund UN Joint Programme (JP) entitled Sustained Peace For Development: Conflict Prevention and Peace Building in Sudan through targeted interventions in selected communities along the 1-1-1956 border will be coordinated and led by Resident Coordinator?s Support Office (RCSO) and implemented by eight UN participating agencies, namely FAO, ILO, IOM, UNDP, UNFPA, UNICEF, UNIFEM and WHO supporting community-led socio-economic development and improved local governance that is conflict sensitive, accountable, accessible, efficient and sustainable in the target areas along the 1-1956 border. This will be achieved through partnerships among local stakeholders, including communities, NGOs, community-based organizations and supported by the all levels of government administration and UN agencies. The programme is based on prioritized activities, in areas identified as potential conflict flash-points, identified by local communities and developed through consultative, participatory planning process, building on the existing natural resources base and communities know-how.?The JP will utilize the experience and lessons learned from development programmes led by UN agencies e.g. Child Friendly Community Initiative (CFCI) of UNICEF, Integrated Community Recovery and Development (ICRD) in Southern Kordofan; Community Based Initiatives (CBI) of WHO, Food and Livelihood Security Programme of FAO and UNDP experiences in the region, particularly the Conflict Reduction Programme (CRP), Recovery and Rehabilitation Programme (RRP) and Disarmament, Demobilization and Reintegration (DDR). In addition, the JP will coordinate well with other initiatives as well as other agencies and donors?to develop inter agency synergies and complementarities.

Duties and responsibilities:
Under the overall guidance of the Deputy Country Director (Programme) and direct supervision of the Head of Crisis Prevention and Recovery Unit (CPRU) in Khartoum, the Programme Manager is responsible for managing the implementation of the programme. S/he will report to the Programme Management Committee (PMC) and the UNDP as lead agency. The Programme Manager will also work in close partnership with the respective Peace Commissions, Governors? Offices, state ministries, and work in strong coordination with the RCSO Khartoum/Juba as well as field offices to arrange stakeholder meetings at state level. Summary of Key Functions: -Planning and coordination -Implementation coordination -Capacity development -Communication and advocacy -M&E and Knowledge Management -Reporting
Planning and coordination: -Support the operational teams of the Agencies and Partners in establishing the Work Plans and the Annual Budgets -Timely consolidation of the Work Plans and the Annual Budget and present them to the Programme Management Committee (PMC) for review and approval
Implementation coordination:
-Play the lead role in ensuring that all partners work together to deliver the programme, in compliance with the work plan -Advise the PMC on the implementation of the joint programme and to make recommendations on both substantive and financial issues, including budget revisions -Provide secretariat services for the PMC and to follow up on the decisions taken -Help establish working level coordination mechanisms, including at the sub-national level and generate synergies between different outcomes -Coordinate Programme activities with other initiatives as well as other agencies and donors, to develop inter agency synergies and complementarities -Support all partners? successful implementation of programme activities through direct assistance and technical and operational advice -Provide technical support and guidance to similar interventions, to enhance Programme impact -Facilitate resolution of disputes among partners and to troubleshoot obstacles to timely implementation -Provide strategic advice on a comprehensive exit strategy
Capacity development: -Promote national ownership by supporting the government in its leadership role within the joint programme and support strengthening the government?s capacity to play this role -Ensure that all joint programme activities prioritize sustainable capacity development of the targeted beneficiaries
Communication and advocacy : -Drive the articulation of an advocacy and communications plan that advances the policy impacts of the joint programme while putting citizens and their organizations at the centre of local interventions -Facilitate the implementation of the advocacy and communications plan in coordination with UN Agencies and national Partners -Identify strategic partnerships with media organizations and the relevant non-state actors with the aim of increasing awareness and visibility of poverty issues and the MDGs -Work collaboratively with citizen groups fostering their active participation in programme management, implementation, monitoring and evaluation -Leverage programme outcomes through advocacy to create broader, systemic change and achieve policy impact -Ensure that programmes are accountable to all relevant partners particularly citizens for delivering programme results making available information as and when needed. M&E and Knowledge Management : -Ensure the implementation of the monitoring and evaluation plan, in a participatory manner -Ensure that corrective actions are taken as a results of M&E findings -Ensure transparency of the M&E process by disseminating information to partners and relevant stakeholders -Identify and disseminate lessons learnt -Ensure linkages, cross fertilization, synergy and innovation through knowledge management and best practices dissemination among the joint programmes and other related programmes
Reporting: -Prepare the narrative and consolidate financial information on expenditures for the programme and present them to the PMC for approval, before they are sent to the NSC

Minimum Qualification, Skills and Experience Required:
Education: Master's Degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field. Experience: At least 7 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Experience of working in a post conflict context would be an asset.
Language Requirements: Fluency in English is essential and knowledge of Arabic would be an asset |
