| Background: The UNDP ‘Capacity Development for Aid Management and Coordination’ (CDAMC) project aims to support the Ministry of International Cooperation (MIC) fulfill its mandate to coordinate external development assistance in Sudan and facilitate aid planning, monitoring and evaluation. An integral part of this support involves developing the capacities of the Government of National Unity (GoNU) to perform its aid related functions: collection and dissemination of information, fund mobilization, monitoring and evaluation, and coordination and regulation of partners’ relations. The overall direction of the project is guided by the Project Document and external aid effectiveness instruments including the Paris Declaration (PD) on Aid Effectiveness to which Sudan became a signatory in 2006. |

| Duties and responsibilities: Description of Duties: Under the supervision of Project Manager the UNV volunteer will be responsible for: • The volunteer will work in partnership with the Aid Management and Coordination Unit (AMCU) Director and the Capacity Development Officer to provide ‘hands on’ capacity development support to the Ministry officials in the AMCU as well as the project focal points within the Ministry of International Cooperation (MIC). S/he will work as part of MIC Capacity Development for Aid Management and Coordination project • Assist AMCU staff and MIC Focal Points to undertake the day to day activities of the Unit that lead to the implementation of the work plan • Support Ministry staff in running assessment/evaluation studies • Support AMCU staff and AMCU focal points to prepare and draft reports such as monthly progress report, quarterly reports and annual reports, as well as ad hoc briefings, other communication material through capacity building approach • Assist MIC staff to prepare and draft presentations and documentation for senior officials (steering committee) and training sessions for Federal Ministries and State Ministries to promote aid management effectiveness • Support MIC staff to prepare and draft documents for participation in conferences, seminars and workshops inside and outside the country in a manner that fosters capacity, skills and knowledge transfer to government staff • Assist MIC staff to draft official memos, meeting minutes and business letters; • Help AMCU staff and other directorate’s staff as required to maintain an up to date filing system to keep track of all Units/Directorates’ documents as requested • Prepare simple operational guidance for all administrative activities within the Unit with the support of project staff and external contractors • Report directly to the CDAMC project manager and AMCU Director • Perform any other duties that may arise during the course of her/his assignment Promotion of Volunteerism UNV volunteers are expected to promote volunteerism and engage in volunteering activities. As such UNV volunteers are encouraged to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and other publications and taking active part in UNV activities; • Get acquainted with traditional and/or local forms of volunteerism in the host community. • Reflect on and integrate into their work plan activities that will be undertaken as part of their assignment in order to promote volunteerism for development (V4D) Specific ways to promote volunteerism during the assignment and within working hours include: • Networking and building relationships with local organizations, groups or individuals and supporting and/or participating in local volunteering initiatives • Encouraging, mobilizing and supporting co-workers, fellow UNV volunteers and members of the local community to play an active part in the development of their community • Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc. • Initiating and/or participating in local volunteer groups. Assisting them in submitting stories, experiences to the World Volunteer Web site • Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities • Promoting or advising local groups in the use of OV (online volunteering), or encouraging relevant local individuals and groups to use OV whenever technically possible |

Minimum Qualification, Skills and Experience Required: • University Degree in public administration, economics, management, political or social science, or in a technical (e.g. engineering, earth sciences, etc.) or other relevant field; or an equivalent combination of relevant education and working experience in a related area • Experience of working in a professional office environment • Experience of working in a post conflict or development environment a plus • Excellent verbal and written English, desirable native speaker • Some knowledge of international donor community • Excellent management, communication, interpersonal and liaison skills • Displays cultural, gender, religion sensitivity and understanding • Supports knowledge sharing and learning culture in the office • Flexible approach to work, ability to plan and manage workload • Shows initiative and act as a professional role model for Ministry staff Competencies: • Computer skills - Experience in the usage of computers and office software packages (MS Word, Excel, etc) • Language skills - Excellent English Language (verbal and written); • Professionalism – Good working knowledge of and exposure to conflict sensitive environments; conceptual and analytical capacity in analysing programme information; proven problem-solving skills and ability to use sound judgment in applying technical expertise to reviewing proposals; ability to work under pressure in challenging conditions; ability to relate key issues including gender, environment, governance, to political, economic, social and human rights programmes • Reporting – Excellent communication/reporting (spoken and written) skills, including the ability to distil and communicate often complex messages to multiple stakeholders, both orally and in writing • Planning & Organising – Ability to coordinate the work of others, in this case the working groups, work to tight deadlines and handle concurrent projects/activities • Technology Awareness – Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet, etc. • Teamwork – Effective interpersonal skills; ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity |
