Background:
UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Sudan. As the Principle Recipient of 5 grants (2005-2013) amounting to USD 300 million, UNDP is managing the largest fund portfolio in the Arab region. UNDP‘s management role consists in implementing grants, ensuring financial accountability, and training of more than 32 national and international counterparts on programme management and financial accountability. In its role as Principle Recipient, UNDP ensures quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation activities. The UNDP/ Global Fund team is currently looking for a Project Associate to support the programme section in administration and implementation of GFATM grants, development and maintenance of documents for the TB/HSS (Health System Strenghtening) grant and development of documents for submission of requests for continued funding.
The Project Associate works in close collaboration with the unit operations, M&E section and also acts as a linking pin between the Global Fund project and all Global Fund sub-recipients and respective National Programme for resolving complex programme-related issues. The Programme Associate’s primary role and responsibility is to provide direct support to Programme Specialist, with the management and implementation of the respective Global Fund programs and ensuring effective and efficient results delivery and communication.

Duties and responsibilities:
Under the overall guidance and direction of the Global Fund Programme Manager and the direct supervision of the Programme Specialist, the Project Associate will be responsible for the following: •Assists in design and development and monitoring of project budgets, work plans, milestones and indicators for ongoing Global Fund grants as well as for requests for continued funding. •Supports the process of preparation of call for proposals for new Global Fund grants. •Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy. •Supports in the entire process for SRs’ application process (development of necessary documents and guidelines for call for proposals, panel review, etc.) for grants. •Assists in assessing needs of Non-Governmental Organization (NGO) partners and assist in reinforcing capacities for effective programme implementation. •In consultation with and advice from National Programme and the Programme Specialist, supports NGO partners on strategies to be put in place to facilitate results-based implementation of programme activities, in accordance with the action plans and within established budgets. •Ensures proper control of the supporting documents for the payments jointly with the Programme Specialist and finance section. •Raise requisitions, track expenditures and prepare monthly and quarterly financial expenditure reports •Ensures maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed. •Updates ATLAS for the relevant Global Fund programme •Provides administrative support for the preparation and facilitation of project events, including workshops and trainings. •Liaise and coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner. •Assist in dissemination of best practices for management of HSS projects at the local level. •To perform other Programme related duties as required;

Minimum Qualification, Skills and Experience Required:
Qualification requirements: • Secondary Education, preferably with specialized certification in Public Health and Social Sciences. University Degree in Medicine, Public Health, Social Sciences and other related field preferable. Additional experience in programme management is an asset. •5 to 6 years of experience in public health, preferably in HSS, HIV/AIDS, Malaria and/or TB, at national level. Experience within an international organization is an additional advantage. •Experience with Global Fund grants implementation is an advantage •Working knowledge of PCs as well as excellent knowledge of Microsoft Windows and Microsoft Office applications; •Fluency in both written and spoken English and Arabic. |
