 Background:

The current conflict in Darfur has undermined livelihoods coping strategies as never before. For the past several years, the international community has focused on life-saving interventions. While necessary as an immediate intervention, over time this can lead to dependency and disempowerment. More recently, agencies have recognized the need for interventions that both meet life saving needs and strengthen the capacity of people to rebuild their livelihoods. Commensurate with this has been a recognition of the need to protect and manage Darfur’s fragile natural environment and the imperative to incorporate this thinking into current and future interventions in the region. Not doing will undermine any future peace in Darfur. From 1989 to 2002, UNDP had been working in Darfur with an integrated rural development program incorporating community development, livelihoods and sustainable resource management in Um Keddada (North Darfur) and Idd El Fursan (South Darfur). Using this local knowledge and its experience in other conflict and post-conflict settings, UNDP will engage in expanding livelihood opportunities and supporting current and emerging livelihood coping strategies in a way that protects the natural environment. The Darfur Livelihoods and Sustainable Resource Management program will initially support the following five key areas of focus: 1. web based livelihoods and natural resource management network, 2. vocational training and employment creation, 3. capacity building of local NGOs and CBOs, 4. life skills training for youth in IDP camps and 5. development of value chains. It will also engage in research and analysis necessary to inform programming for actors engaged in livelihoods programming.


 
 Duties and responsibilities:

Under the overall guidance of UNDP Programme Analyst and the direct supervision of the Project Manager for the Livelihood and Sustainable Resource Management (SLRM) programme, the Administrative and Logistics Associate will be responsible for administration and logistics of the project in Nyala, El Geneina and El Fasher and will: • Assist project management on day-to-day administrative matters; • Analyse and maintain an overview of the work of the project to ensure that timely administrative support is provided; • Ensure the full compliance of administrative activities with UN/UNDP rules, regulations, policies and strategies; • Maintain administrative control of records such as commitments and expenditures; • Ensure availability of funds prior to review by supervisor including creation of vendor set-up information in Atlas; • Raise payment requisitions in Atlas for procurement and logistics issues; • Coordinate travel arrangements i.e. transportation, visas and security clearance for all staff under the project; • Raise requisitions for Daily Subsistance Allowance (DSA) and other travel expenses for all staff under the project and incoming missions; • Organize workshops, conferences, and training programmes; • Act as leave monitor and, in consultation with Human Resources, maintain leave records for project personnel. • Coordinate transportation services, regular vehicle maintenance and insurance related to program; • Check and certify vehicle daily logs and fuel consumption, update and maintenance of vehicle history report; • Report and investigate cases of vehicle accidents, damage, loss or theft of items; • Coordinate assets management in the project and prepare timely periodic inventory reports; • Prepare requisitions for programme supplies and equipment and arrange for control of distribution and maintenance of appropriate inventory records. • Coordinate the provision of reliable and quality office supplies; • Train staff on administrative procedures; • Prepare correspondence and reports as required on general administrative tasks; • Translate documents and research excerpts from Arabic to English and vise versa • Brief project personnel on general administrative matters and practices; • Brief/debrief staff members on issues relating to area of work; • Any other assigned duties as required.

 
 Minimum Qualification, Skills and Experience Required:

• Secondary education. Certification in Administration. University Degree in Business or Public Administration desirable, but it is not a requirement. • 5 to 7 years of relevant experience in administration or programme support service. • Ability to work in a multi-cultural environment; • Good communication and team-working skills; • Computers literacy and office software packages (MS Word, Excel, etc.); • Knowledge of UNDP Financial Management Programmes i.e. Atlas is an asset • Excellent written and spoken language skills in English and Arabic
