Background: The current conflict in Darfur has undermined livelihoods coping strategies. For the past several years, the international community has focused on life-saving interventions. While necessary as an immediate intervention, over time this can lead to dependency and disempowerment. More recently, agencies have recognized the need for interventions that both meet life saving needs and strengthen the capacity of people to rebuild their livelihoods. Commensurate with this has been a recognition of the need to protect and manage Darfurs fragile natural environment and the imperative to incorporate this thinking into current and future interventions in the region. Not doing so will undermine any future peace in Darfur.
From 1989 to 2002, UNDP has been working in Darfur with an integrated rural development program incorporating community development, livelihoods and sustainable resource management in Um Keddada (North Darfur) and Idd El Fursan (South Darfur). Using this local knowledge and its experience in other conflict and post-conflict settings, UNDP will engage in expanding livelihood opportunities and supporting current and emerging livelihood coping strategies in a way that protects the natural environment.
The Darfur Livelihoods and Sustainable Resource Management program will initially support the following five key areas of focus:
1. web based livelihoods and natural resource management network,
2. vocational training and employment creation;
3. capacity building of local NGOs and CBOs;
4. life skills training for youth in IDP camps; and
5. development of value chains.
It will also engage in research and analysis necessary to inform programming for actors engaged in livelihoods programming. |

Duties and responsibilities: Under the overall guidance of the UNDP Human Security and Recovery Programme Analyst
and the direct supervision of the Project Manager for Livelihoods and Sustainable Resource Management (SLRM) program, the Livelihoods and Sustainable Resource Management officers will perform the following functions in their specific duty locations:
I. Programme Financial, Administrative and Human Resources
Provide support to Project Manager in the management of project staff, including external short-term consultants and implementing partners;
Assist in the day to day management of the project, including smooth project component implementation and efficient use of funds;
Assist the Project Manager in appropriate recording and accounting documentation as required by UNDP and preparation of required financial reports;
Ensure that UNDP rules and regulations concerning finance, procurement and human resources are adhered to and followed;
Support an environment of learning for all staff within the project;
II. Programme Development, Planning and Implementation
Support Project Manager in development of quarterly and annual work plan (AWP), for Project Officers locale;
Ensure the implementation of the work plan, timeliness and quality of the outputs as well as timely preparation of quarterly and annual project reports on achievements and challenges faced within the project;
Ensure delivery of resources and results according to planned targets;
Assist in preparations for project evaluations;
Assist in the selection of implementing partners;
Develop criteria for selection of beneficiaries with implementing partners, taking into account the sensitive nature of this task;
Ensure the participation and involvement of relevant stakeholders in project activities so that the process is inclusive, participatory and transparent;
Ensure the development of cross-project linkages with other relevant projects and programmes implemented in the Project Officers locale for mutually reinforcing impact; and
Identify best practices and lessons learned for the knowledge manager of the web-based platform component of the program.
III. Advocacy, Partnerships and Resource Mobilization
Establish and maintain partnerships with stakeholders (UN agencies, NGOs, CBOs, government and donors);
Assist in the mobilization of resources from different partners. This will include the preparation of strategies and proposals, organization of regular donor meetings and field visits;
Provide leadership on livelihoods issues within the UN in collaboration with other key UN partners such as FAO, ILO; and
Perform other duties as assigned by UNDP management. |

Minimum Qualification, Skills and Experience Required: Advanced university degree in economics, rural development, agriculture, business administration or other relevant discipline;
Two to three years of related professional working experience in livelihoods or economic recovery in Darfur;
Ability to assess, supervise and co-ordinate technical work in livelihoods;
Awareness of local conflict dynamics;
Experience in conducting needs assessments and programme design;
Strong analytical skills;
Ability to adhere to humanitarian principles of impartiality and neutrality in a complex conflict environment;
Excellent networking, interpersonal and teambuilding skills;
Excellent communication (spoken and written) skills, including the ability to draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style in both English and Arabic;
Experience in results-based monitoring and evaluation; and
Familiarity with UNDP rules and procedures an advantage. |
