 Background:

The DDR Programme in Sudan is currently implementing two programmes, 1) the Sudan DDR Programme (SDDRP) in former Comprehensive Peace Agreement (CPA) areas and 2) Preparatory Support Project (PSP) for DDR in Darfur.

 

The DDR Programme in the former CPA areas is being implemented in accordance with the provisions of the comprehensive peace agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005. The then United Nations Mission in Sudan (UNMIS), whose mission ended in 2011, was mandated to provide support and assistance to the Government of Sudan, in the planning, development and implementation of the national disarmament, demobilization and reintegration (DDR) programme. To this end, an Integrated United Nations DDR unit (IUNDDRU) was established comprising of DPKO, UNDP and UNICEF for the CPA areas. Within the UN integrated approach for joint programming, DPKO takes the lead for demobilization, while UNDP through voluntary contributions- acts as the planning and implementation agency for the reintegration component.

 The DDR programme in the former CPA areas is now being completed and a new phase after the separation of South Sudan is currently being discussed, especially in Blue Nile and South Kordofan states. In Darfur, UNDP is supporting the government to prepare for a full-fledged programme DDR, which is expected to be launched in 2013, and which has been recognized in the Darfur Joint Assessment Mission (DJAM) as a priority intervention for stability and security in Darfur. The Doha Conference held in April 2013 will also determine the direction of the programme in Darfur.

 

Under the overall guidance of the DDR Senior Management and direct supervision of the Reporting and External Relations Unit Programme Specialist, the Reporting Analyst is expected to work pro-actively and in close collaboration with the programme units, UNDP Country Office Programme and Operations teams, donor representatives, staff of the Sudan DDR Commission and implementing partners to ensure quality and results based reporting.

 



 
 Duties and responsibilities:

Reporting:

  • Prepare consolidated weekly, monthly, quarterly, annual and ad hoc narrative reports for donors, including dissemination and filing 
  • Prepare dispatches, case studies and other knowledge products to improve project visibility
  • Consolidate factual and statistical field reports on the reintegration support to DDR participants
  • Assist with the preparation of project proposals, briefing papers and concept notes
  • Assist with the  maintenance, design, implementation, and improvement of standardized reporting tools and procedures and provide users with support and guidance for implementation
  • Summarize and collate inputs into the UNDP DDR reports, in compliance with the reporting requirements, frequency and formats
  • Assist with responding to internal and external requests for updates on the implementation of the DDR Programme in Sudan
  • Support the commissions and field offices to improve their reporting capacity
  • Oversee the management of information, including keeping an up-to-date record of all reporting and programme documentation

 

Donor Relations:

  • Assist the Reporting/External Relations unit in donor outreach, donor information requests, and support secretariat functions for donor coordination forums.
  • Assist the Reporting/External Relations unit in developing partnerships with donor communities and other development partners in support of planning processes for funding and strategy development.
  • Support the organization, facilitation and documentation of regular meetings with the donor community.
  • Support the preparation of responses to external requests for data based on inputs from concerned sections of DDR Programme
  • Support the coordination of public relations efforts of the project with regard to donor community and UN coordination forums.
  • Maintain the donor agreement and report filing system

 

Project Implementation Support:

  • Provide secretariat support, when requested, to the Grants Steering Committee
  • Provide support as may be required for specific aspects of project reporting and implementation
  • When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training
  • Any other related duties as may be required.

 Minimum Qualification, Skills and Experience Required:

Education:

  • Advanced University degree in political science, international relations, public administration, social sciences or related field

 

Experience:

  • Minimum of three years work experience, preferably in a multi-cultural environment
  • Prior experience in donor relations, fundraising and reporting.
  • Experience in recovery projects, especially DDR, a plus.
  • Experience in post-conflict operations and familiarity with the UN system would be an advantage

 

Language Requirements:

  • Excellent command of English and Arabic

Outstanding writing and presentation skills in English and Arabic
