Background: Under the overall guidance of the DDR Operations Manager, the Finance Analyst (National) is responsible for effective delivery of financial services, transparent utilization of financial resources. He/She analyzes and interprets the financial rules and regulations and provides solution to a wide spectrum of complex financial issues. The Finance Officer promotes a collaborative, client-oriented approach consistent with GoSS rules and regulations and teamwork within the Finance Unit. |

Duties and responsibilities: Under the guidance of the DDR Operations Manager, the Finance Analyst (Natonal) will be responsible for the following duties:
Summary of key functions:
Implementation of operational strategies
Management of development and management project budgets
Facilitation of knowledge building and knowledge sharing
1. Ensures implementation of operational strategies and adapts processes and procedures focusing on achievement of the following results:
Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
Implementation of the newly developed operational guidelines (financial part).
Budget management and control of accounts, cash management especially to the State Offices.
Ensures provision of timely inputs to the Security Budget Working Group.
Ensure full compliance of financial activities, financial recording/reporting system and audit follow up ;
Continuous analysis and monitoring of the financial situation, presentation of forecasts for development and management projects, monitoring of financial exception reports for unusual activities, transactions.
Implementation of the effective internal control, proper design and functioning of the financial resources management system.
Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors of the results of the investigation when satisfactory answers are not obtained.
Prepares and monitors the budgets of management projects funded by donors and prepare financial reports to donors in a timely manner.
Establishment of the development projects’ budgets peparation/modification monitoring system.
Ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in the journal and ledger books.
Keep updated posting the daily transactions into the xls sheet provided for the financial monitoring and reporting.
Payrolls are duly prepared on a timely manner and travel claims and other entitlements are duly processed.
Improve salary payment system at State levels.
Monitor and track the Working Advances for different State Offices and ensure the timely settlement.
Obtain financial reports from the State Offices and replenish their accounts.
Provide necessary financial management support to the field offices.
Ensure proper cash management, focusing on achievement of daily review of zero-balance account statements.
Timely and accurate approval of bank reconciliation, including documented review of exceptions.
Monitor the operations of Petty Cash of different projects funded by donors and field offices and follow up for the timely replenishment.
Establish proper filing system.
Facilitation of knowledge building and sharing.

Minimum Qualification, Skills and Experience Required: Education and Experience: Master’s Degree in Finance, Business Administration, Public Administration, Economic with 2 years of relevant professional experience in financial management sponsibilities;experience; Accounting and Finance Training and Certification, ACCA or related Accounting Certification.
Skills: Experience of results based, client oriented planning, and financial management, an asset;
•Knowledge of written and spoken English and fluency in Arabic and local languages;
•Willingness and ability to travel to different parts of the country, in remote locations in Southern Sudan;
•Experience in the usage of computers and office software packages (MS Word, Excel, etc)
Language Requirements:Excellent command of written and spoken English, Juba-Arabic and local languages. |
