 Background:

Under the overall guidance and of the Deputy Head of Operation and direct supervision of HR Officer DDR, the HR Associate ensures execution of transparent and efficient HR services in DDR. The HR Associate promotes a collaborative, client-oriented approach and supports the maintenance of high staff morale.


 
 Duties and responsibilities:

The HR Associate works in close collaboration with the DDR project team, operations, programme and other project staff in the DDR Office for resolving complex HR-related issues and information exchange. Summary of Key Functions: Administration and implementation of HR rules, regulation and policies Provision of HR services and Contract & Staff performance management 1.Ensures administration and implementation of HR strategies and policies focusing on achievement of the following results: Full compliance of records and reports with UN rules, regulations, UNDP policies, procedures; effective implementation of the internal control framework.. Provision of information to the DDR management and staff on HR policies, rules and regulations. 2.Provides HR services focusing on achievement of the following results: Implementation of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels. Preparation of contracts Service Contracts (SCs) Maintenance of the DDR staffing table. Preparation or review of submissions to the Contracts, Asset and Procurement (CAP) Committee. Processing of official travel of DDR personnel Maintenance of the rosters including e-rosters. Ensures proper staff performance management and career development focusing on achievement of the following results: Provision of background information and maintenance of the related data for DDR staff for CRG Participation in preparation of the DRR Office Learning plan and individual learning plans in consultation with the Senior Management, DDR HR Specialist and CO Learning Manager. 3Ensures proper management of staff contract and performance management focusing on achievement of the following results: Provision of background information and maintenance of the related data for DDR staff . Keeping records of RCA, staff evaluation for timely follow-up 4.Preparation and follow-up of staff contracts in a timely manner and ensures facilitation of knowledge sharing in DDR Organization of trainings for the operations/ projects staff on HR issues.. Sound contributions to knowledge networks and communities of practice.  Minimum Qualification, Skills and Experience Required:

Education:Secondary Education with specialized certification in HR. University Degree in HR, Business or Public Administration would be desirable, but it is not a requirement. Experience:5 to 6 years of progressively responsible HR experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems. Language Requirements: Fluency in the UN and national language of the duty station.
