 Background:

In accordance with the Comprehensive Peace Agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005, the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of National Unity (GONU) and Government of South Sudan (GOSS) in planning, developing and implementing the national Disarmament, Demobilization and Reintegration programme. To this end, an integrated UN Disarmament, Demobilization and Reintegration (DDR) unit has been established with Headquarters in Khartoum and field offices in South Sudan (in Juba, Malakal, Wau). In line with the Integrated DDR Standards, while DPKO is providing guidance for the DDR process as a whole and leading the planning and implementation of the D & D components, UNDP, through voluntary contributions, acts as the planning and implementation agency for the reintegration component. DDR in Sudan meant to enhance short-term security through capitalizing on peace dividends through reintegrating individual ex-combatants (XCs) and SNGs, while also contributing to longer-term peace and stability through affecting the rightsizing of both the SAF and SPLA. Doing so will positively impact security in a three pronged approach by increasing trust and confidence between the two formerly opposing forces, facilitate conditions for domestic security, as well as address directly XCs and SNGs as a human security threat. Guided by the National DDR Strategic Plan (adopted in August 2007), and National Reintegration Policy and the UN Development Assistance Framework, the DDR Programme also aims at contributing to the Northern Sudan’s Strategic Five Year Plan (2008 – 2011) and South Sudan’s Three Year Strategic Plan for recovery and development, which emphasize the effective and sustainable reintegration of ex-combatants, while recognizing the need to support Millennium Development Goals in all recovery and developmental spheres. The SDDRP aims at contributing to the implementation of the CPA by creating an enabling environment to enhance security through the provision of technical and material support to the national authorities charged with the design and implantation of a comprehensive DDR programme. Specifically, the objective of the DDR Programme is to provide direct support to the eligible participants of 180,000 to facilitate their reintegration into civilian communities. Due consideration is given to promoting community security and social cohesion through capacity development at local and national levels to ensure the sustainability of the reintegration effort by close monitoring of individual projects and the promotion of close linkages with other governmental and internationally-supported programmes. The organizational structure of UNDP/DDR reflects the needs of this worldwide biggest DDR programme with a single headquarters in Khartoum, a North and a South Coordination Office in Juba and Khartoum respectively, as well as 20 State Offices. Under direct supervision of the Programme Specialist in charge of the State Office concerned, the National Reintegration Officer will provide support planning and implementation, at the state level, of the reintegration component of the DDR Programme. In addition to this, the National Reintegration Officer will assit in coordinating the day-to-day activities of the State Office including management of staff & field operations, monitoring and evaluation, reporting, facilitating evaluations and overall coordination and financial responsibility for the programming UNDP funds for purposes of demobilization, capacity building, and reintegration of ex-combatants.


 
 Duties and responsibilities:

The National Reintegration Officer will perform the following functions: 1. Support the International Reintegration Officer/Project Coordinator to plan and implement reintegration activities. 2. Assist in the evaluation of program proposals from implementing partners, and helps in designing and formulating MoUs with said implementing partners in designated areas 3. Design briefing sessions and simple written material explaining, in local languages, the program’s whereabouts and objectives to individual ex-combatants, host communities and civil society. 4. Liaise with private and public sector reintegration and livelihoods actors to gather labour market information, identify synergies. 5. Liaise with and support the state level DDR Commission in the design of reintegration packages for ex-combatants. 6. Play a pro-active role in keeping Management aware of developments that may affect the reintegration program. 7. Carry out field monitoring, market and labour assessments, conduct research on field based reintegration opportunities, as required by the International Reintegration Officer/Manager. 8. Prepare weekly reports 9. Compile and share information with colleagues locally, as well as between the field and Juba/Khartoum offices. 10. Carry out any other duty as required by his/her supervisor.  Minimum Qualification, Skills and Experience Required:

Education: Advanced university degree in agronomy, agriculture, business, training, management, development studies, any other relevant field. Experience: - 2-3 years of relevant working experience including: • Prior experience with employment programmes, small business and agriculture training will be a significant asset. • Prior experience with the private sector (trading, agribusiness, food transformation) will be an asset. • Prior experience in livelihoods programming for women and/or people with disability will be an asset. Language Requirements: Excellent command of written and spoken English and local languages. Arabic knowledge would be an asset.
