Background: Under the guidance and direct supervision of the UCC, while working closely with CCM subcommittee & SNAP, the Project Officer will provide support for coordination at the regional and state levels and technical support for capacity building and coordination function to the state AIDS task forces in planning, implementing and monitoring HIV activities in the states within the principles of Three Ones and Universal Access. The Project Officer responsible to enhance the programming capacity of the state task forces as well as improve the overall absorptive capacity of the resources from the Global Fund and other fund for scaled up national response.
UNAIDS continues its support to National partners along the defined lines in the Global Fund Phase II for round 5. The support will continue to be in the same areas identified in phase I. These include: improved coordination and continued support to Sudan AIDS Network & partnership & civil societies. The incumbent of the Project Officer position will be based in Khartoum and act as a contact person for the UNAIDS state level and information gateway to the national and international community at the federal level. In addition, the incumbent will manage the application, oversight, reporting, documentation, dissemination of programme under the global Fund.
The Project Officer will work closely with SNAP, UNAIDS team, UNDP/GFATM team and other UN agencies involved in the AIDS programme in Sudan, Sudan AIDS Network (SAN) and other national and international partners to explore and draw upon technical expertise and other resources available. |

Duties and responsibilities: 1. Ensure the strategic direction of the project and achievement of the activities.
2. Act as contact person as UNAIDS assigned officer for the UNDP/GFATM funded activities implement the activities as per the work plan, and gather information; analyze and compile reports and information on the field activities, submit to UCC and UNDP/GFATM and share with Joint UN Team members and other relevant partners in order to enhance coordination and the flow of information from the field.
3. Ensure the effective support to SNAP in respect to development of state plans in line with Sudan NSP, Universal Access goals & targets, follow up of the implementation with SNAP and State AIDS Programme (SAP), and enhance coordination and technical support needed in this respect with SNAP and NAP.
4. Work collaboratively with PR/SR of GF and keep the UNAIDS updated on progress made in the implementation of project activities.
5. Provide support to UCC in the organisation of meetings in relation to UNDP/GF, including coordination with Joint UN Team members and partners, formulate, maintain and distribute minutes and other relevant documentations to members.
6. Provide support to UCC in the organisation of trimesterly coordination meetings, annual planning meeting with SNAP, SAP and other stakeholders
7. Facilitate external consultancies in support to the UNDP/GF AIDS response through coordination with the concerned national partners and facilitate in-country missions.
8. Work with SNAP and other concerned partner organisations and contribute to the development of the annual integrated UNDP/GF work plan.
9. Attend state level meetings and field visits, meeting with sub-recipients and partners to ensure project activities are carried out according to the agreed upon work plans.
10. As required, prepare technical documents and summarise information on UNDP/GF to brief UCC and members of the TWG.
11. Represent UNAIDS secretariat in various meetings and forums in relation to the UNDP/GF at state, national or regional levels, upon request of the UCC.
12. Jointly supervise the admin/logistic assistant with the Operations Officer and ensure proper maintenance of all programmatic, administrative and financial reports, document.
13. Other responsibilities as seen by the UCC.

Minimum Qualification, Skills and Experience Required: Education:
Masters degree in development economics, public health, social sciences, public administration, management or similar academic field. Current knowledge of development issues with particular emphasis on HIV/AIDS.
Experience:
5 years of experience in managing and implementing development cooperation programmes.
Experience in working with UN system and with the GF and other donors is required.
Experience of work in post-conflict and emergency situations is an added value.
Language Requirements:
Fluency in both written and spoken English and Arabic. |
