Background: Under the guidance of the Resident Coordinator and overall supervision of the chairperson of the UN Dispensary Committee, the UN Dispensary Physician is the head of the UN Dispensary in Sudan and supervises a nurse, a lab technician and ambulance driver. The UN Dispensary Doctor works closely with WHO on health and medical matters and with UNDP on administrative issues. |

Duties and responsibilities: Summary of Key Functions:
To manage the UN Dispensary in Khartoum, Sudan and perform the full range medical administration functions required by the United Nations
To provide professional medical services to United Nations staff and their dependants
To provide advice and help with medical emergencies involving United Nations personnel
1. Performs clinical duties to serve all United Nations staff members and their eligible dependants in Khartoum, Sudan:
Conduct pre-employment and periodic medical examinations of all short-term, fixed-term and permanent staff;
Carry out medical examinations and treatment of all staff and eligible dependants as necessary (during official working hours)
Provide 24 hours on call services for medical emergencies outside fixed working hours
Provide medical treatment and consultation for visiting UN staff;
Play advisory role in recommending medical evacuations
Attend to medical emergencies and arrange for hospital appointments and transportation when needed
2. Performs administrative duties:
Ensure the smooth functioning of the UN Dispensary
Monitor utilization and consumption of medical supplies and consumable and co-ordinates timely procurement action by staff concerned
Maintain medical records of all UN personnel and to advise health precautionary steps to staff members
Certify requests for sick leave submitted by staff, including of out-posted duty stations
Provide evaluations from the clinical point of view, of problematic claims for medical insurance
Correspond and provide health-related information to the Directors of Medical Service at Headquarters in New York as well as at Rome, Geneva, Paris, Vienna and Bangkok as and when required
3. Performs coordination duties:
Liaise with UN Headquarters on maintenance of list of examining physicians
Be aware and be updated on the availability of medical services and institutions locally, their facilities and quality of service, or appropriate referral of UN staff and their dependants as and when required
Visit hospitalized staff for support and consultation
Coordinate between the treating physicians and respective UN Medical Services to ensure proper follow-up and further medical reports
Establish good relations with reliable hospitals, private medical facilities and blood banks
4. Performs other consultative functions as Medical Doctor in Khartoum including:
Arrange general briefings and information releases to staff at large on health-related issues
On demand, arrange blood contribution drives at the UN Dispensary in Khartoum
Participate in the deliberations of nationwide health related issues including on avian influenza |

Education: Degree in Medicine from a recognized Medical School, GP or pediatrics preferred. Valid license to practice.
Experience: 5 years of progressively responsible experience and practice, in general and occupational medicine. Demonstrated capacity in management and in providing advice in laymans terms on medical issues. Ability to prepare briefing material and conduct briefing sessions for large groups.
Language Requirements: Fluency in English and Arabic |

The contract of the Long Term Agreement (LTA) will be for a period of maximum 3 years. Mainly the required services is to replace the regular staff while on leave. The services may be drawn intermittently and not continuously during the 3 year period.

Payment
Compensation for the consultancy will be output based lump-sum payment. Kindly submit a financial proposal including consultancy fee, per diem and travel cost as a lump-sum price along with a results oriented CV. The compensation amount will be discussed on a competitive and negotiable basis. UNDP will pay DSA to the consultant while in the field (outside Khartoum).
