Background: In accordance with the comprehensive peace agreement (CPA) and Security Council resolution of 1590 of March 24, 2005, the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of National Unity (GONU) and Government of South Sudan (GOSS) in planning, developing and implementing the national disarmament, demobilization and reintegration (DDR) programme. To this end, an integrated UN DDR unit for the CPA has been established with HQs in Khartoum and field offices in North and South Sudan. In line with the Integrated DDR Standards DPKO is leading the planning and implementation of the D & D components, UNDP -through voluntary contributions- acts as the planning and implementation agency for the reintegration component.
UNDP is also implementing DDR under the ESPA and supporting the government to prepare for DDR in Darfur. |

Duties and responsibilities: Under the overall guidance and supervision of the Deputy Head DDR Operations, DDR Office in Juba, the Administrative Officer provides the overall administration and execution of varied and inter-related operational and logistical activities in large offices, ensuring high quality and accuracy of work. The Administrative Officer promotes a client, quality and results-oriented approach.
The Administrative Officer works in close collaboration with the Operations, Programme and projects staff in the DDR Office in Juba and UNDP Country Office (CO) staff to exchange information and ensure consistent service delivery..

1. Ensures implementation of operational strategies, focusing on achievement of the following results:
- Full compliance of administrative activities with UN/UNDP rules, regulations, policies and strategies.
- Support to the DDR Office in Juba administrative business processes mapping and elaboration of the internal standard operating procedures.
- Preparation of administrative team results-oriented work plans.
- Elaboration of proposals and implementation of cost saving and reduction strategies in consultations with his/her direct supervisor..
2. Ensures effective and efficient provision of administrative support services, focusing on achievement of the following results:
- Coordination and supervision of the Administrative Assistant; Travel Assistant engaged in the fields of general services, travel transportation including overall supervision of Drivers.
- Coordination and supervision of shipments and customs clearance, travel, events management, transportation services and insurance, space management and procurement of supplies when required.
- Presentation of thoroughly researched information for planning of financial resources for administrative services
- Support with protocol matters, registration of staff, coordination with UNDP CO and local authorities, on space and other administrative matters.
3. Provides support to proper supply and assets management, focusing on achievement of the following result:
- Coordination of assets management in the DDR Office in Juba, timely preparation and submission of periodic inventory reports, coordination of physical verification of inventory items if required.
- Coordination of the provision of reliable and quality office supplies
4. Ensures effective administrative control in the office, focusing on achievement of the following results:
- Implementation of the control mechanism for administrative services, maintenance of administrative control records such as commitments and expenditures.
- Review, research, verification and reconciliation of a variety of data and reports ensuring accuracy and conformance with administrative rules and regulations;
- Review of data integrity in the database, control programme; analysis of results and initiation of corrective actions when necessary.
- Proper inventory control; supervision of proper issuance of inventory items and supplies.
- Review of travel authorizations, documentation, payments
- Assistance in the preparation of budget, audit and other reports when required.
- Provision of researched information, reports for audit exercises when required.
5. Support knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:
- Organization of training for the operations/projects staff on administration.
- Briefing to staff members on general administrative matters; provision of advice and administrative support. |

Minimum Qualification, Skills and Experience Required: Master’s Degree or equivalent in Finance, Business Administration, and Public Administration, Economics or related field OR Bachelor’s degree in the above mentioned or related fields with 2 years of relevant experience in administration or programme support service
• Previous work experience in any parts of Southern Sudan an asset
• Willingness and ability to travel to different States with in Southern Sudan
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) with good typing skills in English; Experience in handling of web-based management systems.
Language Requirements
Fluency in written and spoken English. Knowledge of at least one local language spoken in Southern Sudan is desirable. Knowledge of Arabic language would be an asset. |
