 Background:

In accordance with the comprehensive peace agreement (CPA) and Security Council resolution of 1590 of March 24, 2005, the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of National Unity (GONU) and Government of South Sudan (GOSS) in planning, developing and implementing the national disarmament, demobilization and reintegration (DDR) programme. To this end, an integrated UN DDR unit for the CPA has been established with HQs in Khartoum and field offices in North and South Sudan. In line with the Integrated DDR Standards DPKO is leading the planning and implementation of the D & D components, UNDP -through voluntary contributions- acts as the planning and implementation agency for the reintegration component. UNDP is also implementing DDR under the ESPA and supporting the government to prepare for DDR in Darfur.


 
 Duties and responsibilities:

Under the overall guidance of DDR Operations Manager, and direct supervision of DDR Procurement Specialist, the Procurement Analyst, as a team member of the UNDP/DDR Procurement Unit, is responsible for effective delivery of procurement services in order to obtain the best value for money in UNDP/DDR Programme. He/she analyzes and interprets the procurement rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Unit. Working in close collaboration with other Operations Units, Programme teams as well as field offices, CO Procurement Unit, and Government officials to successfully deliver procurement services, th Procurement Analyst will perform the following functions: - Implementation of operational strategies - Management of procurement processes - Implementation of sourcing strategy and e-procurement tools - Facilitation of knowledge building and knowledge sharing 1. Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system. • UNDP/DDR procurement business processes mapping and elaboration/ establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit. • Analysis of requirements and synthesis of proposals for cost saving and reduction strategies. • Synthesis of proposals and implementation of contract strategy in the UNDP/DDR Programme including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment. • Implementation of the strategic procurement in the UNDP DDR Programme including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement. • Assist the Procurement Specialist in the processes related to the review, recording and prioritization of local purchase; • Provide guidance to requesting units in preparing their requests thanks to a thorough knowledge of the local market as well as an appreciable knowledge of the channels for procuring items in the international market; • Draft the tender documents (from Requests for Quotation to Purchase Orders or Contracts) based on the nature of the requirements and cost of procurement involved, draft a variety of internal/external correspondence; • Conduct negotiation of local purchase orders and contract terms and conditions and maintain relevant internal databases and files, including, but not limited, monthly reports; 2. Manages and guides procurement processes for UNDP DDR Programme, focusing on achievement of the following results: • Timely and duly preparation of procurement plans for the office and projects and monitoring of their implementation. • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation. • Review and certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP). • Management of procurement contracts and, upon delegation of responsibility, performing the functions of Manager Level 1 in Atlas for Purchase orders approval. • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems. 3. Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results: • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms. • Management of e-procurement module. 4. Ensures facilitation of knowledge building and knowledge sharing in the UNDP DDR Programme focusing on achievement of the following results: • Organization of trainings for the operations/ projects staff on Procurement. • Synthesis of lessons learnt and best practices in Procurement. • Sound contributions to knowledge networks and communities of practice.

 
 Minimum Qualification, Skills and Experience Required:

Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field with 2 years of relevant experience OR Bachelor’s degree in the above mentioned or related fields with 4 years of relevant experience at the national or international level in procurement management. • Previous work experience in any parts of Southern Sudan an asset • Willingness and ability to travel to different States with in Southern Sudan • Experience in the usage of computers and office software packages (MS Word, Excel, etc) with good typing skills in English; Experience in handling of web-based management systems. Language Requirements: Fluency in written and spoken English. Knowledge of at least one local language spoken in Southern Sudan is desirable. Knowledge of Arabic language would be an asset
