 Background:

In accordance with the comprehensive peace agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005, the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of National Unity (GONU) and Government of South Sudan (GOSS) in planning, developing and implementing the national disarmament, demobilization and reintegration (DDR) programme. To this end, an integrated UN DDR unit for the CPA has been established with HQs in Khartoum and field offices in North and South Sudan. In line with the Integrated DDR Standards DPKO is leading the planning and implementation of the D & D components, UNDP -through voluntary contributions- acts as the planning and implementation agency for the reintegration component. UNDP is also implementing DDR under the ESPA and supporting the government to prepare for DDR in Darfur. UNDP is now looking at undertaking a major public information and outreach effort to support GOSS in defining its public information needs and generating strong public support to the peace process.


 
 Duties and responsibilities:

Under the guidance and direct supervision of the DDR Public Information Specialist, the National Public Information Officer (PI Officer) will assist the Public Information Specialist to:  Support the South Sudan DDR Commission and relevant stakeholders in identifying their PI and outreach requirements  Conceptualize and set up the UNDDRU communication and outreach strategy to inform ex-combatants and host communities of the program and its objectives as well as strengthen popular understanding of and support to the CPA. The National Public Information Officer will:  Conduct of communications needs assessments for the IUNDDRU  Support the supervisor with engagement of government officials at senior-level –ministerial- to support and develop an information campaign explaining the DDR programme, its objectives, processes and target groups, in Southern Sudan.  Development/production of communication and advocacy instruments and materials for DDR awareness-raising campaigns, including briefing materials and press releases in coordination with the supervisor.  Support the supervisor to conceptualize and develop outreach materials, including (interactive) radio production, leaflets, posters, TV materials as deemed appropriate.  Support the delivery of public information and outreach outputs.  Development/implementation of DDR website and other electronic information materials in coordination with the supervisor.  Map existing information/media outlets at the national level, and identify the most appropriate and effective ways to disseminate information especially the traditional communication channels.  Assess media presence in South Sudan. Develop and maintain contacts with national key media to develop stories provide information and convey UNDDRU position on key issues.  Assist in preparation a DDR briefing package, as well as relevant media briefings, press releases and fact sheets.  Manage media monitoring mechanism to obtain feedback, comments, and reactions from the public at large.  In cooperation with the supervisor undertake selected media capacity building projects, in so far as it is of direct benefit to the implementation of DDR and the support to the peace process.  Perform any other tasks related to Public Information and outreach, as requested by the Supervisor.  Minimum Qualification, Skills and Experience Required:

Master’s degree or equivalent in media relations, journalism, publishing or any other relevant field OR Bachelor’s degree in the above mentioned or related fields with 2 years of relevant experience at the national or international level in public relations, communications or advocacy. Significant experience in using Corel Draw, Adobe Photoshop for publication purposes (Posters/Brochures/Fact Files etc.) • Ability to operate video a camcorder and demonstrated willingness to learn the use a non-linear video editing system (Final Cut Pro) • Previous work experience in any parts of Southern Sudan an asset • Willingness and ability to travel to different States with in Southern Sudan • Experience in the usage of computers and office software packages (MS Word, Excel, etc) with good typing skills in English; Experience in handling of web-based management systems. Language Requirement: • Fluency in written and spoken English. Knowledge of at least one local language spoken in Southern Sudan is desirable. Knowledge of Arabic language would be an asset
