Background: Creating Opportunities for Youth Employment in Sudan” is the Sudan Joint Programme (JP) aims for individuals and communities especially youth and vulnerable groups (particularly ex-combatants, mine victims, WAAFG, CAAFG) have access to improved income generation opportunities and employment through decent work. The signature of the Comprehensive Peace Agreement (CPA) in 2005 is providing an enabling environment for more than four million displaced people to return to their homes throughout Sudan.
This JP has been designed in consultation with the Government of National Unity and the Government of Southern Sudan both considering youth employment as a priority area in Sudan. The programme will help mainstream youth employment in national development frameworks and create employment opportunities to deliver peace dividends and support the overall CPA implementation.
The JP targets six priority states including three in the North and three in the South. Due to the often challenging environment, the size of the country and the scale of the needs, this State-centered approach seeks to maximize impact of the programme. Duties and responsibilities: Under the overall supervision of the Head of Unit/ Poverty Reduction and MDGs Unit and under the direct supervision of the Programme Officer, the Project Manager will be responsible for providing high quality project management with the following functions and responsibilities:\
Overall project management:
•Manage the realization of project outputs through activities;
•Provide direction and guidance to project team(s)/ responsible party (ies);
•Liaise with the National Coordination Committee or its appointed Project Assurance roles to assure the overall direction and integrity of the project;
•Work closely with other UN Agencies as partners of the JP and members of the project management comiittee
•Coordinate project implementation with UNDP Office in Southern Sudan
•Identify and obtain any support and advice required for the management, planning and control of the project;
•Responsible for project administration;
•Liaise with suppliers;
•May also perform Team Manager and Project Support roles;
•Undertake any other relevant activities as required by the unit.
Running a project:
•Plan the activities of the project and monitor progress against the initial quality criteria.
•Mobilize goods and services to initiate activities, including drafting TORs and work specifications;
•Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
•Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement;
•Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
•Manage and monitor the project risks as initially identified in the Project document appraised by the LPAC, submit new risks to the National Coordination committee for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log;
•Be responsible for managing issues and requests for change by maintaining an Issues Log.
•Prepare the Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the National Coordination committee and Project Assurance;
•Prepare the Annual review Report, and submit the report to the Project Board;
•Based on the review, prepare the AWP for the following year, as well as Quarterly Plans if required.
Closing a Project:
•Prepare Final Project Review Reports to be submitted to the National Coordination Committee;
•Identify follow-up actions and submit them for consideration to the National Coordination Committee;
•Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
•Prepare final CDR for signature by UNDP and the Implementing Partner. |

Minimum Qualification, Skills and Experience Required: Education: Master degree in Development, Economics, or related field of social science;
-Atleast three years of progressively responsible experience in programme/project manager and development programming;
-Strong management, analytical, negotiation, communication, networking and partnership-building skills;
-Excellent knowledge of the socio-political context of Sudan, particularly in the area of strategic planning and development;
-Strong team player with the ability to work under pressure;
-Ability to manage multiple tasks;
-Strong organizational and writing skills;
-Ability to work in a multi-cultural environment and travel within/outside -Excellent knowledge of English and Arabic;
-Excellent computer skills are required with ability to use information technology effectively.
-Knowledge of UN/UNDP policies and programming frameworks. Previous experience working for the UN is an asset |
