Background: The Comprehensive Peace Agreement 2005 (CPA) ended more than two decades of civil war in Southern Sudan. It brought about peace, created environment for building democratic governance, initiating recovery programmes and planning for the development of South Sudan. The CPA provides an overall vision and broad strategies to guide governance and development processes in post-conflict Southern Sudan. It also recognizes the political and administrative autonomy of Southern Sudan, meaning that federalism and decentralization provide the framework for governance. In this context, Southern Sudan has three major governance levels (Government of Southern Sudan (GOSS), States and Counties). Institutionalization of democratic, accountable and participatory good governance at all these levels is critical for the development of post-conflict Southern Sudan.
However, institutionalization of democratic good governance must evolve through a process. For states, it must ensure that state administrations are fully established with appropriate policies, suitable management arrangement and functional service delivery systems. It is this particular challenge that UNDP seeks to support the Southern Sudan Reconstruction and Development Fund Commission (SSRDF) to effectively and efficiently undertake Reconstruction and Development issues especially in the area of capacity building.
To facilitate the smooth implementation of SSRDF, functional administration and financial management systems must be set up and maintained at the level of the Programme Management Unit (PMU) situated at the SSSRDF. However, for the PMU to function effectively, an ATLAS based focal person should recruited to ensure that all payments and accountabilities of the project are processed in accurate and timely manner,including the processing of payments through ATLAS. UNDP therefore seeks to recruit a suitably qualified Sudanese professional to serve as Finance Associate in pursuit of this objective. |

Duties and responsibilities: Summary of key functions:
Under the supervision of the Admin/Finance Analyst and overall leadership of the Project Manager, and with technical guidance from the Governance Unit Finance Specialist, the Admin./Finance Associate shall undertake the following duties.
Verify all source documents for project payments for authenticity and completeness, and prepare all project payment requests using appropriate templates, including the raising of ATLAS-based vouchers.
Ensure the regular filing of copies of all payment vouchers and supporting documentation for all project
Payments as work-in-progress and after payment.
Track all request for payments under the project and keep the Admin/Finance Analyst/Specialist and SSRDF Manager informed of progress as and when required.
Track all project working advances and ensure that all project accountabilities of such advances are verified and copied and filed.
Ensure any budget errors are prompted reported to the Governance Unit Finance Specialist, Admin/Finance Analyst and SSRDF Manager
Provide direct support to the project in other areas of financial management, especially ATLAS follow-ups/transactions such as budget revisions and expenditure control and financial monitoring
Prepare e. requisitions and make the necessary follow-up of all project procurement requests.
Provide support in the preparation of financial reports, including generating relevant financial report from ATLAS, and in the preparation for audits.
Provide administrative support to project staff in the processing of their monthly attendance reports, travel official documents, including RTAs and travel bookings such as MOPs, and make the necessary follow-ups for all travel payments.
Carry out other SSRDF and related Governance Unit duties as assigned by the Admin/Finance Analyst and the Governance Finance Specialist.
Impact of Results:
The key results have an impact on ensure timely preparation of financial report, maintenance of sound financial management, recording system and good filing.

Minimum Qualification, Skills and Experience Required: Education:
Bachelor’s Degrees or Diplomas in Accounting and/or Finance or equivalent from internationally recognized Technical and/or Professional qualifications in accounting or finance.
Experience:
At least 5 years work experience in financial administration and accounting with government, UN, or non-governmental organizations and private sector.
Good command of MS Office applications (including Word, Excel, Access). MS Excel proficiency is essential.
Ability to exercise sound judgment, pays great attention to detail; and demonstrates appreciation for different cultures and practices,
Project management experience within UNDP, especially as related to the ATLAS financial control system, would be an asset.
Language Proficiency:
Proficiency in English, Arabic and knowledge of other local languages would be an asset. |
