 Background:

Under the overall guidance of the Head of Operations and direct supervision of the HR Analyst and in consultation with Capacity Development Advisor, the post acts as chief advocate of corporate policies and programmes in establishing the learning, knowledge-building and sharing culture in UNDP . The incumbent will also administer corporate systems and tools, generating results, lessons and achievements.


 
 Duties and responsibilities:

- Develops implements and manages the Country Office Knowledge Management strategy including tools, products and initiatives to create and sustain the office’s and UN country team’s and other stakeholders’ knowledge-building, sharing, and learning culture. - Implement corporate policies, strategies in the development and implementation of knowledge management plans to support learning, performance management, staff development, and a learning culture in the workplace. - In the context of corporate requirements and priorities, and Human Resources strategy, lead the development and management of a knowledge-learning strategy including a yearly Whole Office Knowledge-Learning Plan, integrating a learning Needs Assessment. - Organizes the Knowledge Management & Learning Committee (KMLC) meetings and act as Secretariat for the Committee by preparing Agenda, minutes etc.. - Implements corporate initiatives for Practice development, capacity-building and knowledge - Develops implements and manages the Country Office Knowledge Management strategy including tools, products and initiatives to create and sustain the office’s and UN country team’s and other stakeholders’ knowledge-building, sharing, and learning culture. - Implement corporate policies, strategies in the development and implementation of knowledge management plans to support learning, performance management, staff development, and a learning culture in the workplace. - In the context of corporate requirements and priorities, and Human Resources strategy, lead the development and management of a knowledge-learning strategy including a yearly Whole Office Knowledge-Learning Plan, integrating a learning Needs Assessment. - Organizes the Knowledge Management & Learning Committee (KMLC) meetings and act as Secretariat for the Committee by preparing Agenda, minutes etc.. - Implements corporate initiatives for Practice development, capacity-building and knowledge outreach, around the six Practice Areas or local priority themes. - Develops implements and monitors utilization of tools, products, initiatives and capacities to capture, distill, disseminate and apply knowledge, achievements, and programme results for optimal organizational and individual performance. - Accesses global results and knowledge networks, synthesizes and disseminates Country Office lessons and results in Programme and management practices and services, to staff and partners for knowledge, advocacy and performance. - Jointly with Knowledge Management, Policy, Monitoring and Evaluation Unit, promotes UNDP's achievements in the area of knowledge services, collaborative events, workshops and learning for advocacy and outreach. - Act as visible substantive resource and mentor other community members in the areas of Knowledge Management and Learning. Recommends and manages resources to support staff development and coaching in the KM and Learning - Ensures the appreciation of emerging corporate priorities at the Unit/Country level by organizing learning events/sessions, (ii) the involvement and contribution of the CO staff in communities of practice, and (iii) Proposes and technically advises on training/learning initiatives for staff. - Constitutes and technically supports the office Learning Committee including for support and approval of EAP and nominations for staff training - Monitors and supports the development and implementation of Individual and whole office Knowledge Learning Plans in line with learning, performance-management, policies and the Management Results Framework - Develop or identify tools, products and services to facilitate staff identification of opportunities for learning and development - Ensures the access and implementation of corporate and best-practice tools and practices in enhancing individual and team performance, learning and development. - Ensure the understanding and appreciation of emerging corporate priorities at the Unit/Country level by organizing learning events/sessions, - Promote learning through knowledge-sharing and building by facilitating the capture, application and sharing of knowledge acquired through training and participation in the Practice/learning Networks and with other staff members for learning and performance - Assists sister UN Agencies in providing advice and assistance in learning related activities. - Support the development of Communities of Practice at the country level by identifying and coaching champions and experts to lead the process and organizing continuous education of staff to enhance their understanding of the Practice Areas

 
 Minimum Qualification, Skills and Experience Required:

Education: - Bachelors degree in Development Studies, Organization Development, Human Resources Management, Public Administration, ICT for Development or related disciplines. Specialized training, knowledge of Information Technology an asset. Experience: - At least 3 to 5 years relevant experience at national or international levels in administering and/or formulating knowledge-building, organization-development, learning programmes. Language Requirements: - Fluency in English and Arabic. Computer Skills Proficiency in application of web technologies for knowledge systems; standard computer software (word-processing, excel, databases, power point and internet).
