 Duty Station: Geneina, West Darfur (covering all Darfur with possible travel to Port Sudan and/or Jazeera)-The position working for Whole Sudan mission
 Closing Date: 30 April 2024

 
 Background:

The operating environment in Sudan is an extremely complex one. The conflict which erupted in April 2023 led to the abrupt suspension of TGH activities, forced closure of offices, loss of documentation, and other consequences. This has impacted on the functioning of TGH support departments (finance, logistics and HR). There is a need to review TGH archives to identify and rectify any gaps in records while at the same ensuring comprehensive systems are put in place for smooth financial and administrative processes for the future, particularly in light of the increase in funding for TGH Sudan mission. Therefore, it is envisaged to create on a temporary basis (4-6 months) this position to support these efforts.



 
 Duties and responsibilities:

General responsibility:

The Compliance Manager will review the compliance of financial, administrative, logistics, and HR procedures for the TGH mission, to ensure the correct application of TGH procedures is being followed. S/he will review current processes including archiving and make recommendations for their improvement, including for the preparation and management of audits (external and internal). S/he will also actively contribute to the capacity building of finance team and other TGH staff to improve their ability to ensure adherence to internal and external compliance.

 

Under the supervision of the Head of Finance, Administration and Director, the Compliance Manager will work in close collaboration with the coordination team (at finance, administration, HR and logistics, as well as program and grants).

 

In the course of undertaking all tasks, s/he shall act with strict integrity, upholding the highest professionalism, honesty and commitment, and adhering to humanitarian principles at all times.

 

Responsibilities and related tasks: 

Oversight of overall compliance and accountability processes:

  • Train and inform the teams on the TGH procedures and their updating;
  • Educate teams on compliance issues;
  • Support / advise departments in the implementation of TGH procedures;
  • Support the departments in the compilation and archiving of all operational and support documents (finance, HR, logistics & procurement, administration) of the projects;
  • Ensure the centralization and archiving of files at the mission level (paper archiving and electronic archiving);
  • Set up an electronic archiving system for the entire mission.

 

Preparation and management of spot checks & audits:

  • Ensure regular spot checks and internal audits (compliance with good practices, TGH rules and standards and donor procedures);
  • Communicate the conclusions of the spot checks and internal audits to the Head of Finance, Administration & HR, and the Country Director and propose any recommendations to amend processes and practices;
  • Bring the necessary corrective measures to the files;
  • If requested, prepare, facilitate and be a focal point for external audits at the Sudan mission;
  • Transmit the conclusions of the audits to the teams and propose any recommendations and updates to the necessary processes;
  • Monitor the implementation of recommendations at mission level;
  • Provide support to logistics, administrative and program departments to mitigate identified risks;

Prepare compliance and accountability reports according to TGH standard formats with audit recommendations, verifications, audit reports, etc.

 

Capacity building / lessons learned / good practices:

  • Through training and mentoring, participate in strengthening the skills of the teams with respect to TGH procedures and processes as well as with respect to donor procedures;
  • Contribute to the dissemination and use of good practices;
  • In collaboration with the grants and other teams, support the preparation of internal presentations and documents outlining the compliance rules of relevant donors.

 

Risk management:

  • Systematically map the risks of fraud, corruption and other compliance violations on the mission;
  • Propose the updating of the processes and other specific measures to minimize and mitigate the risk of fraud and other such violations;
  • Monitor market prices in conjunction and ensure that monitoring is carried out on all bases in Sudan;
  • Ensure the proper application of anti-terrorism and money laundering rules and carry out due diligence on third-party contractors;
  • If requested, in collaboration with the mission’s country management and the headquarters, participate in any anti-fraud and counter-terrorism action.

 

Internal coordination

  • Participate in biweekly management team coordination meetings. 
  • Coordinate/communicate well with all internal parties (CD, HoP, PM, FCs, other program and/or support department colleagues) on issues relevant to context analysis, conflict sensitivity, Do No Harm, etc. 

 

And any other tasks assigned by line manager or technical supervisor related to TGH project implementation needs.

 


 
 Minimum Qualification, Skills and Experience Required:

Required knowledge and experience

  • BSC IN Accounting , Finance, Business Administration  or equivalent practical experience in financial management, audit, or other relevant field;
  • Experience of at least two years in organizational positions with INGO in (Audit /Financial Management);
  • Familiar with logistic, Human Resources, is an asset.
  • Good knowledge of the humanitarian environment (NGO, IO, EU, BHA etc.);
  • Good knowledge of donor requirements (especially EU, BHA, OCHA, UNHCR…);
  • Training and mentoring experience is an asset.

 

Skills

  • Excellent analytical and reporting skills 
  • Excellent interpersonal and communication skills, including a sense of diplomacy
  • Strong planning and organizational skills
  • Mastery of computer tools (including Excel and Word), knowledge of SAGA is an asset;
  • Ability to set up and deliver training;
  • Fluent Arabic speaker
  • Excellent English communication skills (written and spoken)
  • French language skills an asset
  • Willingness to travel to field sites in West Darfur and Central Darfur (possibly other areas too)
