 Duties and responsibilities:

General responsibility:

 

Under the supervision of the Head of Operations and collaborating closely with the Field Coordinators, the Humanitarian Access & Safety Manager contributes to ensuring the safety of TGH staff and the protection of its premises and assets. In particular, to ensure that adequate safety-related SOPs and systems are in place, and that staff are aware of and follow them strictly. 

 

In the course of undertaking tasks, he/she represents TGH on the field with professionalism, honesty and commitment.

Responsibilities and related tasks: 

Access & Safety policies & strategies

  • Develop and review safety-related SOPs, ensuring they are kept up to date and adequate to ensure the safety and protection of TGH staff, premises and assets.
  • Conduct risk assessments and analyses and give advice to TGH mission management on safety-related measures for TGH offices, staff, assets and project activities.
  • In close coordination with the Field Coordinators, ensure that TGH premises maintain an adequate and standardized level of safety equipment and contingency supplies (first aid kits fire extinguishers, hibernation supplies, etc).
  • Ensure humanitarian access and safety assessments are conducted of all roads to be used by TGH staff and vehicles, and of all proposed new areas of intervention.
  • Support the Field Coordinators to develop and maintain a clear approval policy for all field movements by TGH staff, and to implement and monitor movement tracking systems.
    • Support the selection of safety focal points in TGH field bases, in conjunction with the Field Coordinators, and provide training, coaching and technical support to them.
  • Participate in TGH’s management of any safety issues or incidents if they occur.

 

Technical support & capacity-building for staff

  • Develop and facilitate trainings for TGH staff relevant to staff safety, including program staff, guards and drivers, designed to enhance TGH operational safety.
  • Build staff awareness of movements’ procedures and other SOPs.
  • Develop and refine internal TGH tools relevant to access and safety.

 

Communication on standards and procedures

  • In collaboration with the Field Coordinators, conduct or supervise safety briefings for all new staff in the field, as well as for staff who are going to new areas of operations or areas of heightened risk.
  • Inform international and national staff about any changes made to internal procedures in order to promote a safer environment.
  • Review existing safety-related coordination and communication mechanisms at TGH bases and provide recommendations to improve the flow of information.
  • Facilitate the set-up of clear communication channels within the mission, including maintaining communication trees at different levels (national, state, locality, etc.

 

Context analysis:

  • Stay well informed about contextual developments in TGH areas of intervention, to identify any changes which may impact upon staff safety.
  • Provide the Country Director, Head of Operations and other senior management with timely and credible information to adjust safety-related SOPs and strategies as necessary.

 

Networking & representation:

  • When requested, participate in official meetings with government or local officials, community leaders or other relevant actors regarding humanitarian access for TGH to conduct activities in the field.
  • Provide English-Arabic translation (written or verbal) for expatriate staff for access or safety-related meetings or documents.
  • Provide support to the Field Coordinators and program team to obtain approvals or other documents necessary for project activities to be implemented.
  • When delegated to do so, liaise with local authorities, community leaders and other relevant actors regarding access or safety issues or incidents.
  • Maintain a database of contact information for key individuals, authorities, organizations and other stakeholders relevant to TGH access and safety.

 

Other responsibilities:

  • If requested, escort visitors or donors to field locations within Sudan, liaising with relevant authorities to ensure access.
  • Promptly report any safety issues which may affect TGH staff or assets; when requested, participate in TGH’s management of safety incidents.
  • Ensure respect for the core humanitarian principles of neutrality, impartiality, independence and humanity, as well as respect of the “do no harm” principle of humanitarian action.

 

Any other tasks assigned by the line manager based on TGH needs.


 
 Minimum Qualification, Skills and Experience Required:

Required knowledge and skills

  • Relevant university Degree or equivalent experience.
  • Demonstrated understanding of humanitarian safety practices and principles.
  • At least three (3) years of relevant professional work experience (with humanitarian organizations).
  • Demonstrated experience of humanitarian access negotiation (with national authorities, local authorities, non-state actors, etc).
  • Proven analytic and report-writing skills.
  • Strong computer skills; good knowledge of the Microsoft office pack .
  • Excellent ability to write and speak fluent English and Arabic.
