 Background:

 

 

GENERAL POSITION SUMMARY:

Reporting to the Area Coordinator  with matrix line to the Programme Managers , the Cash Coordinator will lead and oversee the overall implementation of cash Assistance  component of the program. He/she will oversee the planning of activities, assigning of resources and supervising implementation and application of applicable standard operating procedures in beneficiary selection processes, registration, and disbursement of cash. He/she will oversee the technical coordination   and technical engagement and liaison with other CA in CWG ,  with local government and  financial service providers  . This position is roving, based in  Kadugli  but will be roving responsibilities that will require occasional travel, up-to 70%, in program areas within South and West Kordofan.



 
 Duties and responsibilities:

ESSENTIAL JOB FUNCTIONS:

 

Planning and Implementation:

  • In coordination with PM(s) Lead the planning processes for the cash transfer component of the program including work plans, SOPs, TORs, Selection Criteria, budget forecasts, and monitoring tools in line with Concerns’ Program Management Standards.
  • Lead team in all key MPCA startup, implementation, monitoring and reporting activities.
  • In cooperation with the M&E team and program managers, ensure a transparent targeting process of beneficiaries, respecting the principles of accountability and protection of participants according to Concern Programme Participant Protection Policy (P4). 
  • Lead team in planning and implementation of orientation meetings at state and Locality level to create awareness of the cash transfer component of the program.
  • Provide support to the project teams  and participate in price monitoring, market assessments, market systems analysis, emergency assessments and develop plans for expansion in consultation with Program  manager(s).
  • Ensure that decision-making on feasible and appropriate assistance modalities is informed by relevant assessments and in consultation with relevant internal and external stakeholders (foremost programme participants).
  • Regularly supervise the implementation of cash transfer to ensure adherence to best practice and the Concern World Sudan Cash SoP.
  • Ensure that crosscutting themes including accountability, equality, gender, protection, conflict-sensitivity, and environment are mainstreamed in the programme as well as adhering to the Core Humanitarian Standards (CHS). 
  • Ensure community participation, sensitisation, and collaboration in programme activities.
  • Ensure analysis and application of learning from complaint and feedback information.
  • Trainings of program team cash base assistance strategies and methodologies.
  • Support the team in facilitating engaging with the Financial Service Providers to develop functional partnerships in implementing cash transfer activities.
  • Consolidate the cash team inputs to the weekly cash projection for submission to the Project Manager.

 

Coordination and Reporting:

  • Lead and coordinate in ensuring consistent participation and reporting of the team in cash sector interagency platforms, cluster and Cash working groups.
  • Supervise the relation and performance of Financial Service Providers and their agents for quality service delivery to program participants.
  • Prepare and provide regular sector progress reports contributing to donor reports.
  • Provide quality regular reports to the Project Manager on Project Implementation, status, identified issues and activities ensure regular monitoring of project implementation using developed tools.
  • Ensure networking and coordination with local authorities, other NGOs, and UN at state, and national level. 
  • Actively participate in cluster meetings, the Cash Working Group, and other relevant inter-agency/coordination meetings at local, state, and national level as appropriate.
  • Coordinate to ensure team contribution to program lessons learned and success stories.

Team management and leadership

  • Provide technical support and Supervise the cash team to strengthen effectiveness and timely implementation of activities.
  • Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one on ones.
  • Create and sustain a work environment of mutual respect where team members strive for excellence.

Logistics:

  • Timely ensure CA required procurement    processed following Concerns’ procurement policies and procedures.
  • Develop monthly and/or quarterly procurement plan for the team.
  • Regular communication with Systems and Finance department concerning CA 

 

Security

  • Ensure compliance with security procedures and policies in CA planning and implementation as determined by country leadership.
  • Proactively ensure that the CA SOP are updated and informed by change in Security  for P4  operate in a secure environment and are aware of SOP .
  • Maintain the highest standards of behavior when working with the project beneficiaries.

 

Other

  • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.
  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational (eg HR) activities.
  • Undertake any other relevant and reasonable work as requested by line manager.
  • Actively participate in the gender mainstreaming strategy within programmes and operations

 Minimum Qualification, Skills and Experience Required:

KNOWLEDGE AND EXPERIENCE:

  • A university degree in Development studies, Agriculture, Business Administration, and related field
  • At least three years’ hands-on program management experience in humanitarian context required; experience with cash transfer programs will be a plus.
  • A program management qualification will be an added advantage.
  • Experience with representation in interagency processes and government structures.
  • Good facilitation and training experience
  • Ability to work under pressure.
  • Strong interpersonal, intercultural and communication skills
  • Effective multi-tasking, organizational capacity and prioritization skills are necessary.
  • Good knowledge of spoken and written English.
  • Report writing skills.
  • Intermediate computer literacy.
  • Strong organizational & interpersonal skills.
  • Good judgment and commitment to adhere to Concern policies.
  • Strong understanding of the barriers extreme poor face when interacting with markets; and programmes aiming for financial inclusion of the extreme poor. 
  • Team Management Experience
  • Strong knowledge about and commitment to safeguarding principles.
  • Strong commitment to equality, diversity, and inclusion, with a particular lens towards gender equity
  • Several years implementing cash and market-based approaches.
  • Flexibility, patience and the ability to direct a multi-cultural team.
  • Demonstrable interpersonal and communication skills
  • Good organisation, planning, and management skills
  • Ability to work under pressure and in a challenging environment.
